A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM FINDING AND DETERMINING
THAT THE PURCHASE OF FABRICATED, REIN-
FORCED CONCRETE STEEL CYLINDER PIPE AND
FITTINGS IS NECESSARY FOR THE WATER
DEPARTMENT; FIXING THE SPECIFICATIONS
THEREOF; AND DIRECTING PUBLICATION OF A
NOTICE INVITING BIDS FOR THE FURNISHING
OF SAID PIPE AND FITTINGS, WORK ORDER
NO. 4022.
WHEREAS, the City Council does find and determine
that public convenience and necessity require the purchase
and acquisition of fabricated, reinforced concrete steel
cylinder pipe and fittings, including rubber gaskets for
installation, for use by the Water Department of the City
of Anaheim, in the amounts hereinafter specified; and
WHEREAS, the City Council does further find that the
specifications of such pipe and fittings should be fixed and
determined; and
WHEREAS, the City Council does find and determine
that a notice should be published inviting bids for the furnish-
ing and delivery to trench side on Sunkist Avenue, from Anaheim
Olive Road to South Street, of pipe and fittings in the amounts
and in accordance with either of the specifications hereinafter
set forth;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that all fabricated, reinforced concrete
steel cylinder pipe and fittings purchased by, and furnished
and delivered to the City of Anaheim at trench side on Sunkist
Avenue, from Anaheim -Olive Road to South Street, shall conform
to and comply with either of the following specifications:
In these specifications the following definitions
will apply:
A.W.W.A. American Water Works Association
2 Park Ave.
New York 16, New York.
APPROVED Approved by the City Engineer or
Utilities Director.
TYPE I PIPE Concrete steel cylinder water pipe consist-
ing of a welded steel cylinder with circumferential steel
reinforcing rods wound spirally under tension around the
cylinder, concrete coated and lined. Each length of pipe
shall not exceed 33 feet from bell end to spigot end.
TYPE II PIPE Concrete steel cylinder water pipe con-
sisting of a steel cylinder concrete lined and coated
with helically wound reinforcing wire embedded at the
approximate center of the coating. The total required
steel area shall be provided by the steel cylinder.
Each length of pipe shall not exceed 33 feet from bell
end to spigot end.

DETAILED SPECIFICATIONS FOR TYPE I PIPE:
Type I Pipe and Fittings shall conform with Federal
Specifications SS -P -381, dated September 14, 1955.
DETAILED SPECIFICATIONS FOR TYPE II PIPE;
Type II Pipe and Fittings shall conform with A.W.W.A.
C202 -49 and A.W.W.A. 205 -41, except as herein amended.
A.W.W.A. C202 -49 and A.W.W.A. 205 -41 shall apply to
all pipe sizes covered by these specifications.
The steel cylinder shall conform to A.W.W.A. C202 -49;
the minimum gauge steel cylinder shall be 14 guage.
The concrete protective coating lining shall conform to
A.W.W.A. C205 -41, except application of concrete linings
and coatings may be by any approved mechanical method
and blasting will not be required. The coating shall
be reinforced with 11 gauge wire on a 1 inch pitch
placed in the center of the coating. The minimum wall
thickness of the outside concrete coating shall be 1
inch. The minimum thickness of the inside concrete
lining shall be 2 inch for pipes less than 18 inches
I.D. and 3/4 inch for pipes of 18 inches and greater
diameters.
The entire pipe fabrication process including concrete
lining and coating shall be accomplished by one manu-
facturer and in a continuous plant operation. The
entire fabrication process shall be performed on one
plant site. No portion of the fabrication shall be
subcontracted.
The end sections shall be on the bell and spigot type,
and be prepared for mechanically coupled field joints
using rubber gaskets.
The bell and spigot end sections shall cor brm to A.W.W.A.
Standards C300 -57, Sec. 3.3 except as may be amended as
follows:
Pipe shall have the bell and spigot formed integrally
with the steel cylinder. The bell shall be approximately
four (4) inches deep and have a flared lip to facilitate
assembly. Bell thickness shall be no less than 3/16
inches and shall be reinforced as necessary. The spigot
shall have a specially rolled groove with double "shoulders"
such that after field joining, the gasket will be com-
pletely enclosed on all sides and shall not depend on
internal water pressure to aid the gasket in making a
water -tight joint.
The rubber gaskets shall conform to A.W.W.A. Standards
C300 -57, Sec. 3.4.
AND BE IT FURTHER RESOLVED that there shall be pur-
chased for the Water Department of the City of Anaheim fabricated,
reinforced concrete steel cylinder pipe and fittings, including
rubber gaskets for installation, in the following approximate

1 16" split butt strap with 5" hand hole.
AND BE IT FURTHER RESOLVED that the City Clerk be,
and she is hereby, authorized and directed to publish a notice
in the Anaheim Bulletin, in the manner and form as required by
law, inviting sealed proposals for the furnishing of said pipe
and fittings above described, and directing that said sealed
bids will be received up to the hour of 2:00 o'clock P.M. on
June 1, 1961.
THE FOREGOING RESOLUTION is signed and approved by
