Good evening Madame Mayor, City Councilmembers , and City Staff,
My name is Carlos Aus tin, and I am a res ident of Anaheim in Dis trict 3. I'm speaking today to res pectfully reques t that the City of Anaheim implement a community
alert s ys tem to notify res idents when Immigration and Cus toms Enforcement (ICE) operations are occurring in our area.
Many Anaheim res idents live in fear of unexpected enforcement actions, which continues to s eparate families , dis rupt livelihoods , and erode trus t between immigrant
communities and local government. A trans parent alert s ys tem-s imilar to how we are notified of emergencies or s afety concerns -would allow res idents to make
informed decis ions and take neces s ary precautions to protect thems elves and their families .
This is not about obs tructing federal law; it's about ens uring due process and human dignity. Our community des erves to know when potentially life-altering actions
are happening in their neighborhoods . Cities like Los Angeles and others acros s the country have begun exploring or implementing s imilar approaches . Anaheim can
and s hould lead in protecting the s afety and well-being of all its res idents.
I urge the Council to explore policy options or partners hips that would allow Anaheim to notify residents -via text, email, or app alert-when credible reports of ICE
activity are confirmed in our area.
