RES-2025-065RESOLUTION NO. 2025- 0 6 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE GOVERNOR'S OFFICE OF SERVICE AND COMMUNITY ENGAGEMENT/CALIFORNIA VOLUNTEERS YOUTH SERVICE CORPS HOMELESS NAVIGATOR GRANT AGREEMENT BETWEEN THE CITY OF ANAHEIM AND THE STATE OF CALIFORNIA FOR THE TERM OF MARCH 26, 2025 THROUGH DECEMBER 31, 2026; AUTHORIZING THE DIRECTOR OF HOUSING AND COMMUNITY DEVELOPMENT, OR HER DESIGNEE, TO RECEIVE AND ADMINISTER GRANT FUNDING AND ACT AS THE AGENT OF THE CITY ON ALL MATTERS CONCERNING THE GRANT PROGRAM WHEREAS, the Governor's Office of Service and Community Engagement/California Volunteers ("Grantor") issued an application for Youth Service Corps Homeless Navigator grant funding for proposed programs that connect to existing city priorities on homelessness and housing insecurity ("Grant"); and WHEREAS, Grantor is responsible for administering and establishing necessary procedures governing the Grant application process; and WHEREAS, the City of Anaheim ("City") submitted an application for the Grant and was selected by Grantor to receive $1,250,000 to serve seventeen (17) youth susceptible to homelessness and housing services; and WHEREAS, the City Council desires to enter into that certain State of California Standard Agreement Number JP1005-HP1 dated March 26, 2025 ("Agreement") with the Grantor in the form presented to the City Council, which will operate to allocate the sum of One Million Two Hundred Fifty Thousand and 00/100 Dollars ($1,250,000.00) to the City to enable the City to implement a program in accordance with the terms and provisions of the proposed Agreement; and WHEREAS, the State of California requires the approval of the proposed Agreement in order for the City to be eligible to receive those funds; and WHEREAS, the City Council hereby finds and determines that approval of the proposed Agreement is exempt from the provisions of the California Environmental Quality Act and implementing regulations ("CEQA") pursuant to CEQA Guidelines Sections 15060(c)(3), 15061(b)(3), and 15378(b)(4). Specifically, the proposed Agreement constitutes a funding mechanism or fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment and does not, therefore, constitute a "project" pursuant to CEQA; and WHEREAS, the City Council has duly considered all of the terns and conditions of the proposed Agreement and any testimony received at the meeting at which this matter was considered, and believes that the activities described therein are in the best interests of the City and the health, safety, morals and welfare of its residents, and in accord with the public purposes and provisions of applicable State and local law requirements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: Section 1. The City Council hereby finds and determines that the terms and provisions of the Agreement between the City and the Grantor, in the form as submitted by the Director of Housing and Community Development, are approved. Section 2. The City Council hereby approves the City Manager's execution of the Agreement on behalf of the City with such modifications, changes or additions thereto, if any, as may be requested by the Grantor, including but not limited to unilateral modifications by the Grantor, and determined by the Director (or her duly authorized designee), in consultation with the City Attorney (or his duly authorized designee), to be necessary or advisable. Section 3. The Director of Housing and Community Development (or her duly authorized representative) is hereby authorized and directed to perform any and all duties and to execute and deliver any and all documents and instruments which, in consultation with the City Attorney (or his duly authorized designee), she may deem necessary or advisable in order to effectuate the purposes of this Resolution and to administer the City's obligations, responsibilities and duties to be performed under the Agreement and in compliance in all respects with the requirements of the Grant.
