SENIOR CITIZEN COMMISSION
February 20, 2025; 2:00 p.m.

AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Brown called the meeting to order at 2:05 p.m.
2. PLEDGE OF ALLEGIANCE: Chair Brown led the Commission in reciting the Pledge of Allegiance.
3. APPROVAL OF THE MINUTES: Chair Brown presented the minutes of the January 16, 2025,
meeting. Commissioner Noteboom made a motion for approval of the minutes, seconded by
Commissioner Brio. The minutes were approved with five ayes and abstention by Vice -Chair Barnes.
4. UNSCHEDULED PUBLIC COMMUNICATION: None.
5. SCHEDULED COMMUNICATION: Julia Moreno introduced herself and explained her position with the
City. She provided information about food distribution options in Anaheim and answered questions
from the Commissioners. Chair Brown requested a tour of Renewable Farms for the Senior
Commission.
6. NEW BUSINESS:
a. Letter to City Council: New Senior Center — Chair Brown distributed a report titled "California's
Aging Population" and pointed out the major findings in the report. Chair Brown also distributed a
draft of the letter to City Council. Commissioner Real requested to have the names of the
commissioners added to the bottom of the letter. Vice -Chair Barnes stated she feels the city should
have one stand-alone center in each district. After discussion, Chair Brown requested a change to
the first paragraph on the second page, from "a new senior center' to "multiple senior centers."
Commissioner Noteboom made a motion to approve the letter with the changes discussed,
seconded by Vice -Chair Barnes. The motion passed unanimously. (Beth left the meeting to print
the updated letter.) Once those updates were made, the Commissioners each signed the letter.
b. Aging in Place — Chair Brown discussed some issues that have come up with Anaheim seniors and
explained some services available to assist them, such as a low -interest loan from Habitat for
Humanity; a program by Reborn Cabinets that will redo one bathroom for a veteran each year;
weatherization and grab bars by CAP OC; and services that Love Anaheim provides. She spoke
with Council Member Maahs about these issues and suggested perhaps looking into forming an
Anaheim Aging in Place Assistance Program and presented another letter she drafted to City
Council incorporating these ideas. Commissioner Noteboom asked if Chair Brown would be willing
to go to a City Council meeting and read the letter into the record and she said she would. Chair
Brown made a motion to approve the Aging in Place letter, seconded by Commissioner Noteboom;
the motion passed unanimously.

c. Volunteer Opportunities — Chair Brown shared a list of volunteer opportunities with the
commissioners. Maureen pointed out the links that are on the City website for volunteer
opportunities. Commissioner Brio noted that out of all of the city departments, there are only four
listings for volunteer opportunities: Police, Fire, Community Services and Boards & Commissions.
He believes there are other departments that would benefit from having volunteers.
d. One -Stop Volunteer Sign Up — Commissioner Brio thanked Maureen Richardson for the updates to
the website but stated that when you click on the volunteer link and pick a specific community
center, there is nothing on that page about volunteering; he would like to see that included. Also,
he wondered if a volunteer fair could run in conjunction with some other event; he would be willing
to volunteer to host a table for such an event.
e. Facility Signage — Commissioner Noteboom thanked staff for the signage on Center Street;
Maureen noted there is signage facing Center Greens as well.
7. UNFINISHED BUSINESS: None.
8. INFORMATIONAL ITEMS:
a. Ethics Training — Beth Lapkowski explained that the Ethics Training has been expanded this year,
and the commissioners will need to complete training; they will be contacted by the City Clerk's
office for that.
b. Blue Zones, Aging & Longevity — Commissioner Real provided some information related to
Alzheimer's Disease and hearing loss.
c. Active Advantage Senior Newsletter — Maureen Richardson noted that the Utilities Department
provided flyers by mail to some residents which has good information for seniors.
d. Commission Name Change Update — Anaheim Older Adult Commission — Beth Lapkowski reported
that the City Clerk has provided the request to the City Manager's office; the next steps will be to
get City Council approval and update the Ordinance.
9. ADJOURNMENT: Chair Brown adjourned the meeting at 2:37 p.m.
