ACTION TAKEN
CALL TO ORDER: The Community Services Board meeting was called to order at 5:29 p.m. by Chair
Barnett.
2. PLEDGE OF ALLEGIANCE: Chair Barnett led the Board in reciting the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: Chair Barnett provided an overview of her visit to Community Legal
Aid SoCal; highlighting the vital legal services this organization offers to underserved communities of
Santa Ana, Anaheim, and Garden Grove.
5. APPROVAL OF THE MINUTES: Chair Barnett presented April 10, 2025, meeting minutes for Board
Members to review and make any necessary corrections. HS/NS Manager Joe Perez, noted a
correction on item #8, that should read May 8, 2025. Board Member Banker-Jelensky motioned to
approve the minutes with the one correction, with Board Member Tagaloa seconding the motion. The
motion was approved with six votes in favor. Chair Barnett formally accepted the minutes.
6. NEW BUSINESS:
a. FY2024/2025 Federal Budget Update - HS/NS Manager Joe Perez provided an update on
the FY 2024-2025 CDBG Budget Cycle stating that current federal funding will remain
through the end of the fiscal year cycle to conclude on June 20, 2025. He noted that the
Housing and Community Development Department will offer further updates as they arise.
b. FY2025/2026 CDBG Funding Cycle Update - Linda Ly from the Housing & Community
Development Department provided the CSB with an update on the status of FY25/26
funding. Linda indicated that updates to the proposed funding budget are anticipated in the
coming weeks. Additionally, she noted that more definitive information will likely be available
in October, following the approval of federal funding bills by Congress.
CSB Annual Meeting Calendar Discussion - HS/NS Manager Joe Perez informed the
Board that the City Charter requires a minimum of four meetings to be held by the CSB per
year. He recommended the following meeting schedule to align with the Board's
responsibilities:
January - Two meetings to accommodate CDBG Agency presentations
February - One meeting to discuss and approve the CDBG funding recommendation
July - One meeting, required by City Charter, to elect CSB Chair and Vice Chair
September - One meeting to update and kick-off the new CDBG Funding Cycle

AGENDA ACTION TAKEN
Chair Linda Barnett opened the floor for discussion. Board Member Tagaloa proposed the
addition of a meeting in April or May to ensure that at least one meeting occurs each
quarter. A recommendation was made by Board member Douglas to shift the September
2025 meeting to October, as information regarding CDBG funding may become available at
that time.
After discussion, the Board agreed to go dark in June, with the next meeting scheduled for
July 10, 2025. HS/NS Manager Perez offered to develop and share a calendar outlining the
proposed meeting dates for the Board's reference.
7. INFORMATIONAL ITEMS: HS/NS Manager Joe Perez shared the Spring/Summer Activity Guide with
the board and highlighted a few special events that the City offers to the community.
8. ADJOURNMENT: Chair Barnett adjourned the meeting at 6:10 p.m. and reported the next meeting is
scheduled for July 10, 2025, at 5:30 p.m.
