A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM RATIFYING AND APPROVING THE ACTIONS OF
THE FIRE CHIEF, OR DESIGNEE IN SUBMITTING AN
APPLICATION FOR GRANT FUNDS TO THE DEPARTMENT
OF HOMELAND SECURITY FOR THE FISCAL YEAR 2024
STAFFING FOR ADEQUATE FIRE AND EMERGENCY
RESPONSE (SAFER) GRANT PROGRAM AND
AUTHORIZING THE ACCEPTANCE OF SUCH FUNDING ON
BEHALF OF THE CITY.
WHEREAS, the Federal Emergency Management Agency of the U.S. Department
of Homeland Security (the "Grantor") has heretofore invited public agencies, including the City
of Anaheim, to submit applications for the Fiscal Year 2024 Staffing for Adequate Fire and
Emergency Response (SAFER) grant program (the "Grant"); and
WHEREAS, the Fire Chief for the City of Anaheim, by and through his designee,
submitted an application on behalf of the City of Anaheim to the Grantor for said Grant; and
WHEREAS, the City of Anaheim will provide a minimum of 25% in matching
funds for years one and two of the Grant, followed by a 65% match for year three of the Grant.
WHEREAS, the City is familiar with the terms, conditions and limitations of the
Grant; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions
and limitations imposed upon the City of Anaheim pursuant to the Grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The City Council approves and ratifies the actions of the Fire Chief or
designee in filing of an application to Grantor for the Fiscal Year 2024 SAFER Grant program.
2. The City hereby ratifies actions taken by and approves actions to be taken
on behalf of the City, by the Fire Chief and the Fire Chief is hereby authorized and directed to
apply for and submit to Grantor an application for the Fiscal Year 2024 SAFER Grant program
and to conduct all negotiations, and sign and submit all documents, including, but not limited to
applications, agreements, amendments, and payment requests, which may be necessary for the
completion of the Grant.
3. The City of Anaheim hereby agrees to comply with each and all of the
terms, conditions and limitations imposed by the Grantor upon said Grant, and the Fire Chief, or
his designee, hereby authorized and directed to execute any agreements, assurances, or other
documents that are required or necessary in connection with the acceptance or implementation of
the Grant.
4. The City Council of the City of Anaheim hereby agrees to, and by this
resolution, does accept any such Grant so awarded to the City of Anaheim without further action
of the City Council being required therefore.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 15d' day of July, 2025, by the following roll call vote:
AYES: Mayor Aitken and Council Members Meeks, Balius, Rubalcava,
Kurtz and Maahs
NOES: None
ABSENT: None
ABSTAIN: Council Member Leon (Recusal)
