SECTION 41 APPLICATION OF BASIC COMPENSATION PLANI The compensation schedul..
and steps contaiAed in Section 3 hereof are monthly compensation rate54 Hourly pay rat..
for employees paid by the hour shall be computed and etltablish!d in the following mannerl
( 1) For all employments which have a regular weekly work ached\lle of forty
(40) hours, the rate of pay shall be the monthly rate divided by 173.3.
(2) For all employments which have a regular weekly work schedule of forty-
four (44) hours, the rate of pay shall be the monthly rate divided by 190.~.
In determining the hourly rate as herein providedt cOlllP\ltation shall be _de

SECTION 51 BEGINNING RATES: A new employee of the City of Anaheim shall be
pai.d the rate shown as step "At<) in the schedule allocated to the class of employment
for which be or she has been hired, except that on the request of the departlll8nt heaci,
under whom the employee will serve, and with the authorization of the City Adm.i'niatrative
Officer, such new employee may be placed in step "B", "C", "D" or "E", provided that BUclI.
employee shall be assigned such salary step upon the cOIlllllencement of his or her service
in the position or employment to which the schedule applies and such a.~ignment having
once been made shall remain in effect until the said employee shall be entitled to ad-
vance to the next salary step 1n accordance with the further provisions of this resolution.
SECTION 61 SERVICE I The word I1service" as used in this resolution shall be
deemed, to mean continuoust full-time service in the position in which the officer or
employee is being coftSide~ for salary advancement, service in a higher position or
service in a position allocated to the same salary schedule and having generally aimi1ar
duties and requlrlJJlllllftts. A lapse of service of an officer or employee for a period of
time longer than thirty (30) days by rea'Son of resignation or dischuge shall '~V11 to
eliminate the accumulated length of service time of such officer or employee for the
purposes of this resolution, and any such officer or employee re-entering the aarvice of
the City of Anaheim shall be considered a.s a new officer or employee, except that he or

(c) SPECIAL MERIT ADVANCEMENTS: In such cases as may occur wherein an employn
ahall dem~trate exceptional ability and proficiency in the performance of his assigned
dutin, hie. department head may recommend to the City Administrative Officer that said
employee be advanced to the next highest pay step without regard to the minimum length
of service provisiOfts contained in this resolution. The City Administrative Officer may,
in his discretion, on the basis of a department head's recommendation, approve and effect
such an advancement.
(d) LENGTH OF SERVICE REQUIRED WHEN ADVANCEMENT DENIED: When an officer or
employee _ aot been approved for advancement to the next higher salary step, he or Ihe

SI!.CTION 91 PROMOTIONAL SALARY ADVANCEMENT: When aft officer or IIIlPloyee i.

SECTION 10. DEMOTION I When an officer or employee is demoted. to a poaiUon

dance with the provision for salary reductions.

SECTION 11: RE-ALLOCATION OF COMPENSATION SCHEDULES, Any officer or employee
.10 ia elllployed ill a classification which is re-allocated to a different pay schedule
from that previously a$signed shall be retained in the $a.De salary step in the new
schedule as he or she has previously held in prior schedule and shall retain credit for
length of service in such step toward advancement to the next higher step.
SECTION 12: ATTORNEY: In addition to compensation established pursuant to
Section 3 hereof, for extraordinary services such as appearance in Superior Court, or
collllIlis$ions established by law, such sums as the City Council may deem reasonable. Also,
actual expenses necessary for clerical help will be allowed.
SECTION 13: FIRE DEPARTMENT: In addition to above listed compensation, members
of the Fire Department shall receive eight (8) hours' pay for each Political Code Holiday
excepting therefrom Columbus Day, pay to be received during the months in which holidays
occur.

SECTION 14: POLICE DEPARTMENT: In addition to above listed compensation,
members of the Police Department shall receive eight (8) hours' pay per day for each
Political Code Holiday, excepting therefrom Columbus Day, pay to be received during the
months in which the holidays occur.

Compensation for school crossing guards is hereby affixed at $90.00 per month
for services of less than four (4) hours per day. Over-time rate of pay for services in
excess of four (4) hours per day is hereby established at the rate of $1.06 per hour.
SECTION 15: LIGHT, POWER AND WATER DEPARTMENT: In addition to listed compen.a-
tion, Operators shall receive eight (8) hours. pay per day for each Political Code HOliday,
excepting therefrom Columbus Day, pay to be received during the months in which the
holidays occur.
SECTION 16: TRAVELERS INSURANCE: In addition to the compensation above set
forth that the employees of said City who are insured under a Group Life Insurance plan,
heretofore established by said Ci~i, shall receive additional compensation equal to the
premium paid upon their respective lives by said City which additional compensation shall
however not be paid directly to the employees but to the company carrying such insurance
and for such premium.
The City of Anaheim shall deduct the sum of One Dollar and Forty Cents ($1.40)
each month from the salary of such employees insured as outlined in the foregoing para-
graph, which deduction shall be such employee's monthly contribution on the premium for such
insurance.
SECTION 11: AETNA INSURANCE: The City

SECTION 18: MEDICAL, SURGICAL AND HOSPITAL BENEFITS: The City of Anaheim shall
~ke deductions of authorized amounts from employee'S salary payable to the authorized
insurance agency in payment of full premium for employees and for their dependents.
SECTION 19: OVERTIME PAY: Emergency overtime shall be paid at the rate of time
and one-half when authorized by the Department Head and approved by the Administrative
Officer.
SECTION 20: PHYSICAL EXAMINATION: All applicants considered for positions
with the City of Anaheim shall successfully undergo a physical examination, the char-
acter of which shall be in the form approved by the City Council of July 1, 1941,
or such other form as the Council shall from time to time adopt. Such examination
shall be upon said form to be furnished to the applicant by the Personnel Department.
The City shall not pay to exceed Seven Dollars and Fifty Cents ($7.50) for each
such examinationo No applicant shall receive said form from the Personnel Depart-
ment, nor shall the City be liable for the cost of any examinations, unless the City
Council by its order, or a Department Head, by written authorization, shall approve
the applicant for such examination. The physician examining such applicant shall be
of a school. recognized by the Industrial Commission of the State of California, and
shall be in active practice with an office in the City of Anaheim; provided, however,
that no applicant shall be examined by a physician who has examined or professionally
attended the applicant within five years immediately prior to such examination.
Subject to the foregoing restrictions, the applicant may be examined by any physician
he chooses. Immediately upon completing such examination, the examing physician
shall deliver the report of such examination upon said form, directly to the Personnel
Department. It shall be mandatory that Safety Employees undergo a physical examination
once a year.
SECTION 21: INVESTIGATION: All applicant~ upon employment with the City of
Anaheim, shall be photographed and fingerprinted and shall successfully undergo any
further investigation deemed necessary to approve the applicant for employment.
SECTION 22: UNIFORMS: Uniformed members of the Police and Fire Departments
shall be furnished uniforms in accordance with regulations established by the Adminis-
tnati ve Officer.
SECTION 23: HOLIDAYS: Employees of said City of Anaheim shall have the
following Political Code Holidays as vacation with pay:

"Admission Day."

(k) Every day on which an election is held
throughout the State.
(1) Every day appointed by toe President,
or Governor for a public fast,
thanksgiving or holiday.
In the event January 1st, February 12, February 22nd, May 30th, July 4th,
September 9th, November 11th, or December 25th falls upon a Saturday or Sunday, the
following work day will be taken in lieu of the holiday.
Employees who shall be required to work for said City on the above mentioned
holidays, shall receive pay for hours they work on such holidays; and the employees
shall receive no pay for any holidays wherein they do not work other than the holi-
days above mentioned.
SECTION 24: N'ACATION: All employees who shall have one year's continuous
full-time service immediately preceding shall be given a vacation of ten (10) working
days with pay each year in addition to the holidays above set forth. All employees
who shall have ten (10) years' continuous full-time service, or equivalent, immediately
preceding shall be given a vacation of fifteen (15) working days with pay each year in
addition to the holidays above set forth. Vacation must be taken within twelve
(12) months after it bas been earned, unless specificaHy authorized to the contrary by
the City Administrative Officer.

SECTION 25: SPECIAL SERVICES: For special services listed below the following
compensation is hereby established:
(a) License Collector
(b) Annexation Clerk
(c) Night Watchman (Park)
(d) Off-duty Serviceman
(e) Extra Policeman
(f) Administrative Intern
(g) Hazard Pay-Motor Officers
$210.00 per month
265.00 per month
22.50 per month
5.00 per week
2.00 per hour
1.00 per hour
25.00 per month

SECTION 26: Athletic Officials shall be paid at the rate of $4.00 per
game for first two games per evening, and in addition thereto $2.00 for third game
conducted each evening.
SECTION 27: EFFECTIVE DATE: The effective date of this resolution shall
be July 1, 1956..
SECTION 28: Resolution Nos. 2495, 2537, 2626 and 2718 are hereby rescinded.
THE FOREGOING RESOLUTION is approved and signed by me this 26th day of
