A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ESTABLISHING FACILITY STANDARDS TO
BE MET BY APPLICABLE DEVELOPMENTS PURSUANT TO
CHAPTER 14.60.040 AND SUPERSEDING RESOLUTION
N0. 91R-89.
WHEREAS, the City Council has heretofore adopted an
ordinance adding Chapter 14.60 to Title 14 of the Anaheim
Municipal Code relating to transportation demand management, in
an effort to more efficiently utilize the existing and planned
transportation system and to reduce vehicle emissions; and
WHEREAS, Section 14.60.040 of chapter 14.60 provides
that the City Council shall, by resolution, establish Facility
Standards to be included in the Site Development Plans for
Applicable Developments.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ANAHEIM AS FOLLOWS:
1. That the following improvements, if so determined by
the City Engineer, shall be included in Site Development Plans
for Applicable Developments:
a. Preferential Parking for Carpool Vehicles
1. At least loo to 200 of the parking spaces allotted
to Employees shall be reserved and designated for
carpool vehicles by marking such spaces "Carpool
Only", depending upon the number of Employees who
are carpooling candidates.
2. Carpool spaces shall be used only for vehicles in
which at least two of the persons will be
Employees or Tenants of the proposed project, or
where an agreement with other developments for
reciprocal carpool parking, in a form acceptable
to the City Engineer, has been established.
3. Such carpool spaces shall be located near the
building's employee entrance(s) or at other
preferential locations within the employee parking
areas as approved by the City Engineer, but shall
not affect the designation of certain spaces for
use by handicapped persons.
4. The total number of employee parking spaces shall
be determined by using the following factors by
type of use:

- For uses not identified above, the total number
of employee parking spaces will be determined by
the City Engineer based on the actual allotment of
employee spaces.
b. Bicycle Parking and Shower Facilities
1. Bicycle parking or locker facilities shall be
provided in a secure location for use by Employees
or Tenants who commute to the site by bicycle.
The City Engineer shall determine whether
providing parking racks will meet this
requirement, or whether lockers will be required.
Sufficient facilities shall be provided to store
at least 5 bicycles for every 100 employees or
fraction thereof.
2. A shower and locker room facility for Employees of
each sex shall be provided in each building of
100,000 or more gross square feet. For any
development containing 100,000 or more total
combined gross square feet, but which does not
contain any single building of 100,000 or more
gross square feet, the City Planning Commission
may approve a requirement imposed by the City
Engineer on such development to provide shower and
locker room facilities.
c. Information on Transportation Alternatives
1. A Transportation Information Center shall be
provided within each building of over 25,000 gross
square feet, offering Employees appropriate
information on available transportation
alternatives to the single-occupancy vehicle.
This area shall be centrally located and
accessible to all Employees or Tenants

2. Information in the area shall include, but not be
limited to, the following:
a. Current maps, routes and schedules for public
transit;
b. Ridesharing match lists;
c. Available employee incentives;
d. Ridesharing promotional material supplied by
a Transportation Management Association.
d. Rideshare Vehicle Loading Areas
1. The need for, design, and location of
passenger loading areas to embark and
disembark passengers from rideshare vehicles
shall be reviewed by the City Engineer.
2. Passenger loading areas shall be of a size
large enough to accommodate the number of
waiting vehicles equivalent to the rate of at
least five spaces per every 100 of the
parking spaces required for the project.
3. The passenger loading areas shall be located
as close as possible to the building's
employee entrance(s), and should not be
designed in a manner that does not impede
vehicular circulation in the parking area.
These areas shall provide adequate safety
lighting and seating areas for waiting
passenger convenience.
e. Vanpool Vehicle Accessibility
1. The design of all parking facilities shall
incorporate provisions for access and parking
of vanpool vehicles.
2. Where applicable, vanpool vehicle
accessibility shall include a minimum of 8'2"
vertical clearance for those parking spaces
and ramps to be used by such vehicles.
3. Vanpool parking spaces shall be located near
the building's employee entrance(s) or other
preferential locations as approved by the
City Engineer.
4. Vanpool parking spaces shall be provided at
the rate of at least 2 spaces per every 100
of the total employee parking spaces required
as determined in subsection A.l. above.
2. That resolution No. 91R-89 be, and it is, hereby
superseded.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 2nd day of November ,
