A RESOLUTION OF THE CITY 'COUNCIL OF THE
CITY OF ANAHEIM GRANTING CONDITIONAL USE
PERMIT NO. 245.
WHEREAS, the City Planning Commission of the City of
Anaheim did receive an application from George E. Sibbett and
Caroline J. Sibbett, 61 Lagunita, Laguna Beach, California for
a Conditional Use Permit to establish and operate a trailer
park on the following described property situated in the City
of Anaheim, County of Orange, State of California, to wit:
That portion of lots 2 and 3 of the Stockwell Sub-
division, in the County of Orange, State of
California, as per Map recorded in Book 6, Page 10
of Miscellaneous Maps, in the Office of the County
Recorder of said County lying southerly of the
following described line:
Beginning at a point on the East line of said lot 3
South 0 11 40,E West 360.06 feet from the Northeast
corner of said lot 2; thence North 89° 45t 20" West
10 feet; thence North 7 36' 30" West 146.37 feet;
thence North 47° 46' 07" West 67.28 feet; thence
North 76° 50t 23" West 352.67 feet; thence North
86° 105 18" West 403.39 feet; thence North 89° 31
58" West 414.14 feet to the Easterly line of the
right of way of the Atchison, Topeka and Santa Fe
Railway Company; thence West to the West line of
said lot 2.
EXCEPT that portion thereof included within the
right of way of the Atchison, Topeka and Santa Fe
Railway Company.
ALSO EXCEPT the Southerly 32 feet of the Westerly
380 feet of the Easterly 410 feet (measured from
the center line of Raymond Avenue) of said lot 3.
ALSO EXCEPT those portions thereof described as
Parcels No. B1- 1209.01 and No. B1- 1209.11 in the
deed to the Orange County Flood Control District
record d March 9, 1961, in Book 5651, Page 219 of
Official Records.
ALSO EXCEPT THEREFROM the land lying East of the
Orange County Flood Control Channel.
AND WHEREAS, the City Planning Commission did hold
a public hearing at the City Hall in the City of Anaheim upon
said application on May 28, 1962, notices of which said
public hearing were duly given as required by law and the
provisions of Title 18, Chapter 18.76 of the Anaheim Municipal
Code; and
WHEREAS, said Commission, after due inspection,
investigation and studies made by itself and in its behalf and
after due consideration of all evidence and reports offered
at said hearing, did adopt its Resolution No. 340 Series
1961 -62, denying Conditional Use Permit No. 245; and

WHEREAS, thereafter, within twenty -two days from
the date of the adoption of said resolution, a written appeal
was filed with the City Council protesting the action of the
City Planning Commission in denying said Conditional Use
Permit and said appeal was set for public hearing on June 26,
1962, at the City Hall, in the City of Anaheim, and notices
of such public hearing were duly given as required by law and
the provisions of Title 18, Chapter 18.76 of the Anaheim.
Municipal Code; and
WHEREAS, at the time and place fixed for said public
hearing, the City Council did duly hold and conduct such hear-
ing and did give all persons interested therein an opportunity
to be heard and did receive evidence and reports and did con-
tinue said hearing to this date; and
WHEREAS, the City Council finds, after careful con-
sideration of the recommendations of the City Planning
Commission and all evidence and reports offered at said hearing,
that:
1. The proposed use is properly one for which a
Conditional Use Permit is authorized by the
Anaheim Municipal Code.
2. The proposed use will not adversely affect the
adjoining land uses and the growth and develop-
ment of the area in which it is proposed to be
located.
3. The size and shape of the site proposed for the
use is adequate to allow the full development
of the proposed use in a manner not detrimental
to the particular area nor to the peace, health,
safety and general welfare.
The traffic generated by the proposed use will
not impose an undue burden upon the streets
and highways designed and improved to carry
the traffic in the area.
5. The granting of the Conditional Use Permit under
the conditions imposed will not be detrimental
to the peace, health, safety, and general wel-
fare of the citizens of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that the action of the City Planning
Commission in denying said Conditional Use Permit be, and
the same is hereby disapproved, and that Conditional Use Permit
No. 245 be, and the same is hereby granted permitting the estab-
lishment and operation of a trailer park on the property herein
above described, subject to the following conditions:
1. That subject property shall be developed sub-
stantially in accordance with plans marked
"Exhibits 1, 2, 3 and 4" on file with the City
of Anaheim, and substantially in conformance
with the standards of design and development
in the proposed Trailer Park Ordinance now on
file in the Office of the Planning Department;
and that the square footage of any single
trailer plot shall not vary more than 15 square
feet from said proposed Trailer Park Ordinance.
2. That a 6 -foot masonry wall shall be constructed
along all borders of subject property.
3. That the owners of subject property shall deed
to the City of Anaheim a strip of land 45 feet
in width, from the center line of the street,
along East Street for street widening purposes.
4. (a) That all engineering requirements of the
City of Anaheim along East Street, such as curbs
and gutters, sidewalks, street grading and paving,
drainage facilities, or other appurtenant work
shall be complied with as required by the City
Engineer and in accordance with standard plans
and specifications on file in the Office of the
City Engineer; and (b) that a bond in an amount
and form satisfactory to the City of Anaheim
shall be posted with the City to guarantee the
installation of said engineering requirements.
5. That the owners of subject property shall pay to
the City of Anaheim the sum of $2.00 per front
foot along East Street for street lighting
purposes.
6. That the owners of subject property shall pay to
the City of Anaheim the sum of $25.00 per trailer
space, to be used for park and recreation purposes,
said amount to be paid at the time the building
permit is issued.
7. That adequate areas for trash storage, accessible
to trash -truck pickup, shall be provided as
determined and required by the Street Maintenance
and Sanitation Division of the Public Works
Department, which areas shall be enclosed by a
solid fence or wall prior to final building in-
spection.
8. That fire hydrants shall be installed as required
and determined to be necessary by the Chief of
the Fire Department of the City of Anaheim.
9. That an access road of a minimum width of 40 feet
shall be provided; and if this road or street is
to be dedicated, the 40 -foot roadway shall be in
a 64 -foot right of way, and shall be constructed
to City standards.
10. That if a bridge is to be used for access to the
property on the south, a plan for street align-
ment shall be submitted to and approved by the
City Engineer.
11. That the owners of subject property shall deed
to the City of Anaheim a 3 -foot public utility
easement and a 2 -foot overhang easement along
the southerly,westerly and northerly boundaries
of said property, and a 5 -foot public utility
easement and a 3-foot overhang easement along
the easterly boundary of subject property.
12. That Conditions Nos. 3, 4(b), 5 and 11 above
mentioned shall be complied with within a period
of 180 days from date hereof, or such further
time as the City Council may grant.
The City Council hereby reserves the right to revoke
such Conditional Use Permit for good cause or failure of said
owners, their heirs, successors or assigns to comply with the
Anaheim Municipal Code and regulations and the conditions
herein.
THE FOREGOING RESOLUTION is approved and signed by
me this 7th day of August, 1962.
