RES-2025-077RESOLUTION NO. 2025- 0 7 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RESOLUTION NO. 2022-137 FOR THE PURPOSE OF MODIFYING RATES OF COMPENSATION FOR DISPATCHER CLASSIFICATIONS REPRESENTED BY THE ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, CLERICAL EMPLOYEES, AND APPROVING A LETTER OF UNDERSTANDING PROVIDING A SEVEN PERCENT (7%) BASE PAY INCREASE TO EMPLOYEES IN FULL- TIME DISPATCHER CLASSIFICATIONS AS A MARKET ADJUSTMENT TO SUPPORT RECRUITMENT AND RETENTION WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the Human Resources Director to maintain and administer the position classification and compensation plan; and WHEREAS, the Human Resources Director has recommended in a staff report dated August 26, 2025, that the City Council approve a Letter of Understanding with the Anaheim Municipal Employees Association ("AMEA"), Clerical Employees, to provide a seven percent (7%) base pay increase to full-time Dispatcher classifications as a market adjustment, effective the first full pay period following City Council approval; and WHEREAS, Resolution No. 2022-137, has established and modified classifications, rates of compensation, and pay policies for classifications assigned to the AMEA, Clerical Employees; and WHEREAS, such additions, deletions and modifications require an amendment to Section 1 of Resolution No. 2022-137, as amended; and WHEREAS, a Letter of Understanding ("LOU") is required to amend the current Memorandum of Understanding ("MOU") between the City and the AMEA, Clerical Employees and authorize a seven percent (7%) base pay increase to full-time classifications with existing salary relationships to the Police Dispatcher II; and WHEREAS, the City and the AMEA, Clerical Employees, have met and conferred in good faith, and as a result thereof, a LOU dated August 14, 2025 between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that creating, deleting and/or modifying such classifications within the designation of AMEA, Clerical Employees, and the approval of the LOU is in the best interest of the City of Anaheim. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as follows: SECTION 1. 1. That effective the first full pay period following City Council approval, Appendix "B" - Wages, of the Memorandum of Understanding between the Anaheim Municipal Employees Association, Clerical Employees, and the City of Anaheim, as amended, is hereby further amended by modifying the compensation of the following job classifications: Classification Hourly Salary Range SteUs Fire Communications Shift Supervisor $43.84 - $53.29 05 - 09 Fire Dispatcher I $30.04 - $40.26 03 - 09 Fire Dispatcher II $33.58 - $45.00 03 - 09 Police Communications Operator $27.84 - $35.53 04 - 09 Police Communications Supervisor $48.71 - $59.21 05 - 09 Police Dispatcher I $35.07 - $42.63 05 - 09 Police Dispatcher II $38.97 - $47.37 05 — 09 Senior Police Dispatcher $42.87 - $52.11 05 - 09 Senior Fire Dispatcher $36.94 - $49.50 03 - 09 2. That effective the first full pay period following City Council approval, the LOU dated August 14, 2025 between the City of Anaheim and the Anaheim Municipal Employees Association, Clerical Employees, and the City of Anaheim, a copy of which is attached hereto and incorporated by reference herein, is hereby approved. SECTION 2. Except as amended herein, classifications assigned to the AMEA, Clerical Employees, shall remain in full force and effect. CFCTION I The Human Resources Director shall be delegated with the authority to publish the authorized salary schedule in said Memorandum of Understanding in any format meeting the requirements of the California Code of Regulations section 570.5. SECTION 4. The effective date of said amendment to Resolution No. 2022-137, as amended, is the first full pay period following City Council approval of this Resolution. SECTION 5. The City Clerk shall certify the adoption of this Resolution. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 26th day of August, 2025 by the following roll call vote: Mayor Pro Tem Meeks and Council Members Balius, AYES: Leon, Rubalcava, Kurtz and Maahs NOES: None ABSENT: Mayor Aitken ABSTAIN: None CITY OF ANAHEIM By— - MA YOR OF THE CITE' OF ANAHEIM PRO TEM OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING between the ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, CLERICAL EMPLOYEES and the CITY OF ANAHEIM WHEREAS, the City of Anaheim ("City") and the Anaheim Municipal Employees Association ("AMEA") are parties to a Memorandum of Understanding ("MOU") governing wages, hours, and other terms and conditions of employment for Clerical Employees; and, WHEREAS, the PARTIES are currently engaged in negotiations for a successor MOU to the June 24, 2022 through July 3, 2025 agreement; and, WHEREAS, during these ongoing negotiations, the PARTIES identified urgent recruitment and retention concerns in the Dispatcher classification series, supported by the results of an active recruitment process indicating the need for an immediate market adjustment; and, WHEREAS, the PARTIES have agreed to address this single, discrete issue now, without prejudice to their respective positions on any other outstanding bargaining matters, and without waiving the right to continue negotiating the full range of terms and conditions of employment for the successor MOU; and, NOW, THEREFORE, the PARTIES agree to the following terms and conditions: Effective the first full pay period following City Council approval, the City shall increase the base salary for the classification of Police Dispatcher II by seven percent (7%).
