1962-1010RESOLUTION r'o. 62R -1010 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ACCEPTING A SEALED PROPOSAL AND AWARDING A CONTRACT TO THE LOWEST RESPONSIBLE BIDDER FOR THE FURNISHING OF ALL PLANT, LABOR, SERVICES, MATERIALS AND EQUIPMENT AND ALL UTILITIES AND TRANSPORTATION, INCLUDING POWER, FUEL AND WATER, AND PERFORMING ALL WORK NECESSARY TO CONSTRUCT AND COMPLETE THE FOLLOWING PUBLIC IMPROVEMENT LA PALMA PARK RECREATION BUILDING IN THE CITY OF ANAHEIM, JOB NO. 722. WHEREAS, the City Council of the City of Anaheim did cause tc be published in a newspaper of general circulation, printed, published and circulated in the City of Anaheim, to wits The Anaheim Bulletin on 25th October and 1st November, 1962 a notice inviting sealed proposals for urnishing the following All plant, labor, services, materials and equipment, and all utilities and transportation, including power, fuel and water, and performing all work necessary to construct and complete in a good and workmanlike manner, in strict accordance with the specifications, plans and drawings therefor on file in the Office of the City Engineer or City Clerk of the -City of Anaheim, the following public improvement, to wit: The construction and com- pletion of a recreation hall in La Palma Park, in the City of Anaheim, consisting of a single story, concrete block masonry building, 9,000 square feet in area, with concrete slab floor, laminated wood arches, wood frame roof and interior wall con- struction, plaster finishes, sheet metal work, composition roof- ing, ceramic tile, millwork, toilet partitions, plumbing, electrical, air conditioning, and all appurtenances as more particularly set forth in the plans and specifications prepared by Dan L. Rowland, Architect, on file in the office of the City Clerk or City Engineer, Job No. 722. (Bid includes Base Bid, plus Alternate Bid No. 1 and Alternate Bid No. 2). in accordance with the design, plans, profiles and specifications of said public improvement on file in the Office of the City Clerk of the City of Anaheim; and WHEREAS, said notice inviting sealed proposals for said public improvement did provide that sealed proposals would be received by the City of Anaheim at the Office of the City Clerk of the City of Anaheim up to the hour of 2:00 o'clock P,M. on the 15th day of November 1962 for the furnishing of all plant, labor, services materials, and equipment, all utilities and transportation, including power, fuel and water, and performing all work necessary to construct and complete in a good and workmanlike manner, the public improvement hereinabove more particularly mentioned and described, and which notice did state and declare that pursuant to the provisions of Section 1770 of the Labor Code, the City Council of the City of Anaheit had ascertained the prevailing rate of wages in the locality in which this type of labor is to be performed for each craft or type of work- man or mechanic needed to execute the contract and did set forth the prevailing hourly wage scale so ascertained; and WHEREAS, the City Clerk of the following sealed proposals prior 15th day of November 19 62 aforesaid inviting sea etc proposals, 1- the City of Anaheim did receive to 200 o'clock P on the in response to the notice to wit, NAME TOTAL PRICE Base Bid, Plus Alternates Nos. 1 and 2 CLIFFORD FESLER, GENERAL CONTRACTOR 99,383.00 CROSBY CONSTRUCTION COMPANY 104,200.00 J. E. BARRINGTON 104,023.00 CECIL MAYS 106,785.00 W. J. BURKE CONSTRUCTION COMPANY, INC. 105,946.00 FRED BECK CONST. CO. 108,487.00 LEONARD V. BOUAS 109.043.00 E. J. TYREMAN COMPANY 108,959.00 HARRIS DENNER 112,050.00 SARNELLE SPARKS CONSTRUCTION CO., INC. 120,386.00 AND WHEREAS, the City Engineer did thereupon examine and tabulate said sealed proposals and did report to the City Council the result of his examination and tabulation; and WHEREAS, the City Council finds that the lowest respon- sible bidder failed to list the name of a subcontractor for a certain portion of the work to be performed as required by the City, but that said work was included in the total amount of said bidder's proposal and that the name of the subcontractor was omitted merely through inadvertence or oversight, and the City Council does find that said omission should be waived and said bidder permitted to insert the name of his subcontractor for said portion of work in his proposal; and WHEREAS, the City Council finds that the sealed proposal submitted by CLIFFORD FESLER, GENERAL CONTRACTOR, 3242 North Albert- son Avenue, Covina, California, is the lowest responsible proposal submitted for the furnishing of all plant, labor, services, materials and equipment, all utilities and transportation, including power, fuel and water and performing all work necessary to construct and complete in a good and workmanlike manner, in strict accordance with the specifications, plans and drawings therefor on file in the office of the City Clerk of the City of Anaheim, the public im- provement hereinabove mentioned and described, together with the appurtenancesthereto, and as specified in the notice inviting sealed proposals, and that said proposal of said above named bidder should be accepted and a contract awarded to said bidder in accordance therewith; and WHEREAS, the City Council finds that the above mentioned sealed proposal is the lowest responsible proposal received and that the person, firm or corporation submitting said proposal is a responsible person, firm or corporation and that the proposal submitted is the best suited and fitted for the public improvement to be constructed. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim, that the sealed proposal submitted by CLIFFORD FESLER, GENERAL CONTRACTOR, 3242 North Albertson Avenue, Covina, California, for the furnishing of all plant, labor, services, materials and equipment, all utilities and transportation, includ- ing power, fuel and water, and performing all work necessary to construct and complete, in a good and workmanlike manner, in strict accordance with the specifications, plans and drawings therefor on file in the office of the City Clerk of the City of Anaheim and the notice inviting sealed proposals, the public works and improvement hereinabove more particularly mentioned and described, together with 2
