\{EEREAS, the City of Ana:--leim is a part of the IJ!etro-
politan Wa0er District; and
'.vSEEEAS, the illetropoli tan Water District population,
now 6 million, is increasing at an amazing rate, and its in-
dustrial growth is creatinG an imperative need for more water;
and
~VlmhLAS, completion of t'le Colorado River Aqueduct
System will enable said Metropolitan Water District to raise
the present 4.00 million gallorJ~ daill poured into the Coastal
Plain from the Colorado River to 120 million gallons daily,
ma.zinc; possible mope W&te1', more security, more jobs, adequate
water supply for years to come, and the building up of our de-
pleted 'mdergr'cund Hatol' tables; and
~V"EErtEAS, Proposition "w" provides a financing plan Hith
no tax increase for completinrj the aqueduct construction program
by authorizing issuance of short term notes by said l'letropolitan
Water District, which will be repaid, with interest, from the
"back taxes" or annexation fees nOi-J being paid into the District
over a 25-year period ars&s which have annexed to it in recent
