A RESOLUTION OF THE CITY OF ANAHEIM ESTABLISHING A BASIC
COMPENSATION PLAN FOR CERTAIN CLASSES OF EMPLOYMENT IN
THE MUNICIPAL SERVICE OF THE CITY OF ANAHEIM AND ESTABLISH-
ING REGULATIONS FOR THE PLACEMENT OF PRESENT EMPLOYEES
WITHIN THE WAGE AND SALARY SCHEDULES PROVIDED: PROVIDING
FOR CERTAIN FRINGE BENEFITS, PHYSICAL EXAMINATIONS, HOLIDAYS
AND VACATIONS AND REPEALING RESOLUTION NUMBERS 2495, 2537,
2626 and 2718.
WHEREAS, the establishment of the principles of equal pay for equal
work and compensation incentives for continued improvement of service by city
employees should result in more efficient and more economical municipal govern-
ment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANAHEIM AS FOLLOWS:
SECTION 1: There is hereby established a basic compensation plan for
all officers and employees of the City of Anaheim who are now employed or will
in the future be employed in any of the classifications of employment listed in
Section 3 of this resolution.
SECTION 2: SALARY AND WAGE SCHEDULES: The following salary and wage
schedules shall constitute the basic compensation plan consisting of five (5)
steps or rates of pay in each schedule. The respective schedules shall be iden-
tified by number and the steps by the letter "A" to "E" inclusive. The columnar
headings at the top of each column shall establish the purpose of each step and
the minimum length of service required for advancement to the next higher step as
provided in Section 7 hereof, except that the establishment of the salary and
wage rates for persons now employed by the City of Anaheim shall be as provided
in Section 12 hereof.

SECTION 4: APPLICATION OF BASIC COMPENSATION PLAN: The compensation
schedules and steps contained in Section 3 hereof are monthly compensation rates.
Hourly pay rates for employees paid by the hour shall be computed and established
in the following manner:
(1) For all employments which have a regular weekly work schedule of
forty (40) hours, the rate of pay shall be the monthly rate divided by 173.3.
(2) For all employments which have a regular weekly work schedule of
forty -four (44) hours, the rate of pay shall be the monthly rate divided by 190.6.
In determining the hourly rate as herein provided, computation shall be
made to the nearest one -half cent.
SECTION 5: BEGINNING RATES: A new employee of the City of Anaheim shall
be paid the rate shown as step "A" in the schedule allocated to the class of em-
ployment for which he or she has been hired, except that on the request of the
department head, under whom the employee will serve, and with the authorization
of the City Administrative Officer, such new employee may be placed in step "B"
or "C;' provided that such employee shall be assigned such salary step upon the
commencement of his or her service in the position or employment to which the
schedule applies and such assignment having once been made shall remain in effect
until the said employee shall be entitled to advance to the next salary step in
accordance with the further provisions of this resolution.
SECTION 6: SERVICE: The word "service" as used in this resolution
shall be deemed to mean continuous, full -time service in the position in which
the officer or employee is being considered for salary advancement, service in a
higher position or service in a position allocated to the same salary schedule
and having generally similar duties and requirements. A lapse of service of an
officer or employee for a period of time longer than thirty (30) days by reason of
resignation or discharge shall serve to eliminate the accumulated length of service
time of such officer or employee for the purposes of this resolution, and any such
officer or employee re- entering the service of the City of Anaheim shall be con-
sidered as a new officer or employee, except that he or she may be reemployed
within three (3) years and placed in the same salary step in the appropriate com-
pensation schedule as he or she was at the time of the termination of employment.
SECTION 7: ADVANCEMENTS WITHIN SCHEDULES: Except for the provisions
pertaining to officers or employees in the employment of the City of Anaheim on
the effective date of this resolution, as contained in Section 12 hereof, the
following regulations shall govern salary advancements within schedules:
(a) LENGTH OF SERVICE ADVANCEMENTS: After the salary of an officer or
employee has been first established and fixed under this plan, such officer or
employee shall be advanced from step "A" to step "B" effective the first day of
the next pay period following the date of completion of the length of service
required for such advancement as provided in Section 3 hereof.
(b) MERIT ADVANCEMENTS: An officer or employee may be considered for
advancement from step "B" to step "C," or from step "C" to step "D," or from
Step "D" to step "E" upon the completion of the minimum length of service as pro-
vided in Section 3 hereof. The effective date of such merit increase, if granted,
shall be the first day of the next pay period following the approval by the City
Administrative Officer. Advancement to either steps "C," "D," or "E" may be
granted only for continued meritorious and efficient service and continued im-
provement by the officer or employee in the effective performance of the duties
of his or her position. Such merit advancement shall require the following:
1. The head of the department in which the officer or employee is
employed shall file with the City Administrative Officer a statement recommending
the grant or denial of the merit increase and supporting such recommendation with
specific reasons therefore.
2. The recommendation of the department head and the approval of the
Administrative Officer shall be forwarded to the Personnel Officer for change of
payroll status. A disapproval together with the reasons therefore shall be re-
turned to the department head.
(c) SPECIAL MERIT ADVANCEMENTS: In such cases as may occur wherein an
employee shall demonstrate exceptional ability and proficiency in the performance
of his assigned duties, his department head may recommend to the City Administra-
tive Officer that said employee be advanced to the next highest pay step without
regard to the minimum length of service provisions contained in this resolution.
The City Administrative Officer may, in his discretion, on the basis of a depart-
ment head's recommendation approve and effect such an advancement.
(d) LENGTH OF SERVICE REQUIRED WHEN ADVANCEMENT DENIED: When an offi-
cer or employee has not been approved for advancement to the next higher salary
step, he or she may be reconsidered for such advancement after the completion of
three (3) months of additional service. This reconsideration shall follow the
same steps and shall be subject to the same actions as provided in the above
paragraph of this section.
SECTION 8: REDUCTION IN SALARY STEPS: Any officer or employee who is
being paid on a salary step higher than step "B" may be reduced by one or more
steps, but not lower than step "B" of the appropriate salary schedule, upon the
recommendation of the head of the department in which he or she is employed and
the approval of the City Administrative Officer. Procedure for such reduction
shall follow the same procedure as outlined for merit advancements in Section 7,
and such employee may be considered for readvancements under the same provisions
as contained in subsection (c) of Section 7.
SECTION 9: PROMOTIONAL SALARY ADVANCEMENT: When an officer or em-
ployee is promoted to a position in a higher classification, he or she shall be
assigned to step "A" in the appropriate schedule for the higher classification;
provided however, that if such officer or employee is already being paid at a
rate equal to or higher than said step "A," he or she shall be placed in the
lowest step in the appropriate salary schedule as will grant him an increase of
one salary step.
SECTION 10: DEMOTION: When an officer or employee is demoted to a
position in a lower classification his or her salary rate shall be fixed in the
appropriate salary schedule for the lower classification in accordance with the
following provisions:
1. The salary rate shall be reduced by at least one step.
2. The new salary rate must be within the appropriate salary schedule.
3. The new salary rate cannot be higher than the salary step to which
the officer or employee would have been entitled had his service time in the
higher classification been spent in the lower class.
4. If the salary rate recommended by the head of the department is
lower than the maximum step permissible under subsection (3) above, such recom-
mendation shall be considered a reduction in pay in addition to the demotion and
shall be handled in accordance with the provisions for salary reductions.
SECTION 11: RE- ALLOCATION OF COMPENSATION SCHEDULES: Any officer or
employee who is employed in a classification which is re- allocated to a differ-
ent pay schedule from that previously assigned shall be retained in the same
salary step in the new schedule as he or she has previously held in the prior
schedule and shall retain credit for length of service in such step toward ad-
vancement to the next higher step.
SECTION 12: ASSIGNMENT OF SALARY STEPS FOR PRESENT EMPLOYEES: (a)
Present Salary Rates. Any officer or employee who is receiving a salary or wage
rate, equal or higher, on the date of adoption of this resolution, than is
specified under this plan shall continue to receive said salary rate until such
time as his total length of service shall entitle him to advance to the next
higher pay step.
(b) Subject to the provisions of subsection (a) of this section, each
officer or employee of the City of Anaheim, as of the date of adoption of this
resolution shall have his or her salary step established upon the appropriate
step, and within the appropriate salary schedule based upon the complete record
of his or her employment in the service of the City of Anaheim, and the assign-
ment of such salary step shall be based upon all of the pertinent provisions of
this resolution. However, whenever the computation of the total service time
of an officer or employee subject to the provisions of this section establishes
a shorter length of required service time for future salary adjustments than is
provided in Section 3 hereof, such shorter service time requirement shall prevail.
SECTION 13: ATTORNEY: In addition to compensation established pursuant
to Section 3 hereof, for extraordinary services such as appearance in Superior
Court, or commissions established by law, such sums as the City Council may deem
reasonable. Also, actual expenses necessary for clerical help will be allowed.
The Assistant City Attorney shall be allowed $50.00 per month for office rental.
SECTION 14: FIRE DEPARTMENT: An allowance of $75.00 per year, payable
semi annually, for all regular firemen, for uniforms is hereby authorized. In
addition to above listed compensation, members of the Fire Department shall
receive eight (8) hours pay for each Political Code Holiday excepting therefrom
Columbus Day, pay to be received during the months in which holidays occur.
Volunteer Firemen, $290.00 per month plus 5O4 per volunteer per month
answering call.
SECTION 15: POLICE DEPARTMENT: An allowance of $90.00 per year,
payable semi- annually, for all regular officers and Police Matrons in active
service, excepting the Chief, for uniforms is hereby authorized.
In addition to above listed compensation, members of the Police Depart-
ment shall receive eight (8) hours pay per day for each political code holiday,
excepting therefrom Columbus Day, pay to be received during the months in which
the holidays occur.
An officer shall be paid at this regular hourly rate for required
court appearances during off -duty hours.
Compensation for School Crossing Guards, not to exceed nine (9) in
number, is hereby fixed at $88.00 per month for services of less than four (4)
hours per day and $100.00 per month for services of four (4) or more hours per
day.
SECTION 16: LIGHT, POWER WATER DEPARTMENT: In addition to listed
compensation, Operators shall receive eight (8) hours' pay per day for each
political code holiday, excepting therefrom Columbus Day, pay to be received
during the months in which the holidays occur.
SECTION 17: TRAVELERS INSURANCE: In addition to the compensation above
set forth that the employees of said City who are insured under a Group Life In-
surance plan, heretofore established by said City, shall receive additional
compensation equal to the premium paid upon their respective lives by said City
which additional compensation shall however not be paid directly to the employees
but to the company carrying such insurance and for such premium.
The City of Anaheim shall deduct the sum of One Dollar and Forty Cents
($1.40) each month from the salary of such employees insured as outlined in the
foregoing paragraph, which deduction shall be such employee's monthly contribu-
tion on the premium for such insurance.
SECTION 18: AETNA INSURANCE: The City of Anaheim shall make deductions
of authorized amounts from employee's salary payable to the Aetna Casualty and
Surety Company in full payment of premium.
SECTION 19: MEDICAL, SURGICAL AND HOSPITAL BENEFITS: The City of
Anaheim shall make deductions of authorized amounts from employee's salary pay-
able to the authorized insurance agency in payment of full premium for employees
and for their dependents.
SECTION 20: OVERTIME PAY: Emergency overtime shall be paid at the
rate of time and one -half when authorized by the Department Head and approved by
the Administrative Officer.
SECTION 21: PHYSICAL EXAMINATION: All applicants for positions with
the City of Anaheim shall successfully undergo a physical examination, the charac-
ter of which shall be in the form approved by the City Council of July 1, 1941,
or such other form as the Council shall from time to time adopt. Such examination
shall be upon said form to be furnished to the applicant by the City Clerk. The
City shall not pay to exceed Seven Dollars and Fifty Cents ($7.50) for each such
examination. No applicant shall receive said form from the City Clerk, nor shall
the City be liable for the cost of any examinations, unless the City Council by
its order, or a Department Head, by written authorization, shall approve the
applicant for such examination. The physician examining such applicant shall be
of a school recognized by the Industrial Commission of the State of California,
and shall be in active practice with an office in the City of Anaheim; provided,
however, that no applicant shall be examined by a physician who has examined or
professionally attended the applicant within five years immediately prior to such
examination. Subject to the foregoing restrictions, the applicant may be examined
by any physician he chooses. Immediately upon completing such examination, the
examining physician shall deliver the report of such examination upon said form,
directly to the City Clerk. It shall be mandatory that Safety Employees undergo
a physical examination once a year.
SECTION 22: INVESTIGATION: All applicants for positions with the City
of Anaheim shall be photographed and fingerprinted and shall successfully undergo
any further investigation deemed necessary to approve the applicant for employment.
SECTION 23: HOLIDAYS: Employees of said City of Anaheim shall have the
following Political Code Holidays as vacation with pay:
(a) January 1st
(b) February 12th, known as
"Lincoln Day."
(c) February 22nd.
(d) May 30th.
(e) July 4th.
(f) First Monday in September
(g) September 9th, known as
"Admission Day."
(h) November llth, known as
"Armistice Day."
(i) December 25th
(j) Good Friday from 12 noon until 3 P.M.
(k) Every day on which an election is held
throughout the State.
(1) Every day appointed by the President,
or Governor for a public fast, thanks-
giving or holiday.
In the event January 1st, February 12th, February 22nd, May 30,
July 4th, September 9th, November 11th, or December 25th falls upon a Saturday
or Sunday, the following work day will be taken in lieu of the holiday.
Employees who shall be required to work for said City on the above
mentioned holidays, shall receive pay for hours they work on such holidays; and
the employees shall receive no pay for any holidays wherein they do not work,
other than the holidays above mentioned.
SECTION 24: VACATION: All employees who shall have one year's continu-
ous full -time service immediately preceding shall be given a vacation of ten (10)
working days with pay each year in addition to the holidays above set forth. All
employees who shall have ten (10) years' continuous full -time service, or equiva-
lent, immediately preceding shall be given a vacation of fifteen (15) working
days with pay each year in addition to the holidays above set forth. Vacation
must be taken within twelve (12) months after it has been earned, unless specifi-
cally authorized to the contrary by the Administrative Officer.
SECTION 25: SPECIAL SERVICES: For special services listed below, the
following compensation is hereby established:

SECTION 26: Athletic Officials shall be paid at the rate of $4.00 per
game for first two games per evening, and in addition thereto $2.00 for third
game conducted each evening.
SECTION 27: EFFECTIVE DATE: The effective date of this Resolution
shall be July 1, 1955.
