A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM REWESTING THE DEPARTMENT OF PUBLIC WORKS,
DIVISION OF HIGHWAYS OF THE STATE OF CALIFORNIA TO
REVIEW CERTAIN PORTIONS OF THE FREEWAY AGREEMENT
AFFECTING STATE HIGHWAY ROUTE #174, ALSO DESIGNATED
AS THE SANTA ANA FREEWAY, AS IT RELATES TO THE CITY
OF AIM.
WHEREAS, the rapid residential, commercial and industrial growth
and development of the City of Anaheim and its environs has greatly in-
creased the general traffic and traffic problems, and
WHEREAS, the present and proposed development in the south and
southwest portions of the City in particular will greatly increase traffic
beyond the limits of the existing highways and beyond that anticipated
when such highways were created and established, and
WHEREAS, the further residential and commercial development in
said south and southwest sections of the City will require added access
facilities to the Freeway to move traffic rapidly onto or off the Freeway
without creating intersection bottlenecks, and
WHEREAS, the City of Anaheim in cooperation with the County of
Orange is now proposing to reconstruct all roads and streets in the general
vicinity of Bali Road and the Freeway by (1) widening Harbor Boulevard to
provide four travel lanes to the south and three travel lanes to the north;
(2) widening Bali Road to immediately provide for four travel lanes with a
right of.way to accomodate six lanes; (3) widening and improving. Katella
Avenue to provide four travel lanes with a right -of -way for an ultimate
six lanes; (4) reconstructing West Street into a full six lane street be-
tween Batelle Avenue and Ball Road; (5) reconstructing Walnut Street between
Katella Avenue and Ball Road into a full six lane street; and (6) improving
Cerritos Avenue from West Street to Ninth Street to an 80 foot right -of -way
with four travel lanes; and
WHEREAS, the City Council does find that the traffic and traffic
problems arising from the present and contemplated development of said area
and the present increase of traffic and the greatly increased traffic anti-
cipated with the completion of present developments and the continued develop-
ment of the area are so urgent that the Department of Public Works, Division
of Highways should be requested to make an immediate survey for the purpose
of determining the advisability and necessity of providing additional access
to the Santa Ana Freeway to facilitate the flow of traffic and to avoid
traffic congestion and bottlenecks in this area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANAHEIM that the Department of Public Works, Division of Highways of the
State of California, be, and are hereby requested to review the design and
specifications of that section of the Santa Ana Freeway between Euclid
Avenue and Vermont Street within the City Limits of the City of Anaheim and
that section of the Santa Ana Freeway between Vermont Street and Harbor
Boulevard, presently in county territory, to provide the following: (1) A
four lane overpass at Ball Road in place of the presently proposed two lane
structure. (2) A right hand turn in place of the left hand turn at the
easterly end of the overpass for traffic crossing the Freeway and proceeding
north bound on the Freeway. (3) Elimination of the connection between the
Frontage Road on the south side of Ball Road and the south bound traffic lane
of the Freeway to avoid mixing of freeway traffic with frontage road traffic

between Ball Road and Harbor Boulevard. (4) Temporary traffic signals
at Santa Ana Street and the Freeway. (5) One or more additional off ramps
between Euclid Avenue and South Street from the south bound traffic lane
of the Freeway to allow better access to the southwest area of the City
of Anaheim.
THE FOREGOING RESOLUTION is signed and approved by me this
5th day of April, 1955.
