A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM FINDING AND DETERMINING
THAT THE PURCHASE OF CONCRETE STEEL CYLIN-
DER PIPE AND FITTINGS IS NECESSARY FOR THE
WATER DEPARTMENT, APPROVING THE SPECIFICA-
TIONS THEREOF, AND DIRECTING PUBLICATION
OF NOTICE INVITING BIDS FOR THE FURNISHING
OF SAID PIPE AND FITTINGS.
WHEREAS, the City Council does find and determine
that public convenience and necessity require the purchase
and acquisition of reinforced concrete steel cylinder pipe
and fittings, including rubber gaskets for installation,
for use by the Water Department of the City, in the amounts
hereinafter specified; and
WHEREAS, the City Council does further find that
the specifications of such pipe and fittings should be fixed
and determined; and
WHEREAS, the City Council does find and determine
that notice should be published inviting bids for the fur-
nishing of pipe and fittings in the amounts and in accord-
ance with the specifications hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that all reinforced concrete steel
cylinder pipe and fittings purchased by and furnished to the
City of Anaheim shall conform to and comply with "Interim
Federal Specification." Pipe: Pressure, reinforced, con-
crete, pretensioned reinforcement (steel cylinder type)
No. SS -P -00381 GSA -FSS) issued April 2, 1953 and modified
by the following: Pipe shall be Class 150 for 150 pounds
maximum water working pressure. The reinforced concrete pipe
may be furnished in either of two types: Pretensioned or
Non- Pretensioned. When non- pretensioned pipe is furnished
under this modification of the specification, it shall be the
type known as steel cylinder, cement lined and coated, with
the features indicated below:
The design for internal pressure shall be based
entirely on the steel cylinder and shall not be dependent
upon any added reinforcement intended to extend the design
strength of the cylinder. Such pipe shall have the bell
and spigot formed integrally with the steel cylinder. The
bell shall be ap eroximately four inches deep and have a
flared lip to facilitate assembly. Bell thickness shall be
no less than 3/16" and shall be reinforced as necessary.
The spigot shall have a specially rolled groove with double
"shoulders" such that after field joining, the gasket will
be completely enclosed on all sides and shall not depend on
internal water pressure to aid the gasket in making a water-
tight joint. The pipe shall have a 1/2" cement mortar
lining and a 1" cement mortar coating. The coating shall be
reinforced with a 15 -1/2 Ga. wire helically wound without
tension and on a 1" pitch and placed at the approximate
center of the coating. Other details for non pretensioned
pipe shall conform to desirable and applicable portions of
the specifications referring to pretensioned pipe; in par-
ticular, but not limited to: steel for cylinders, cement,
rubber gaskets, allowable steel fibre stress, test pressures
and fitting design.

AND BE IT FURTHER RESOLVED that there shall be pur-
chased for the WaterDepartment of the City of Anaheim rein-
forced concrete steel cylinder pipe and fittings, including
rubber gaskets for installation, in the following approximate
quantities, and the following sizes and descriptions:

7,000 feet
Item 2.
3,400 feet 18" I.D. reinforced concrete steel
cylinder pipe, including rubber gaskets
for installation.
Item 3.
Five 16" flanged connections to 16" gate valves.
Item 4.
Three 18" flanged connections to 18" gate valves.
Item 5.
Two 4" flanged outlets.
Item 6.
Twenty -one 6" flanged outlets.
Item 7.
Four 8" flanged outlets.
Item 8.
One
Item 9.
One
Item 10.
One 16" side outlet (on 16" line) and adapted
for flanged connections.
Item 11.
One
Item 12.
16" I.D. reinforced concrete steel
cylinder pipe, including rubber gaskets
for installation.
16" x 16" x 16" x 10" fabricated cross
with 10" outlet and one 16" outlet
adapted for flanged connections.
16" x 12" x 16" fabricated tee with 12"
outlet and one 16" outlet adapted for
flanged connections.

AND BE IT FURTHER RESOLVED that the City Clerk be,
and she is hereby, authorized and directed to publish a notice
in the Anaheim Bulletin, in the manner and form as required by
law, inviting sealed proposals for the furnishing of said pipe
and fittings above described, and directing that said sealed
bids will be received up to the hour of 7 :00 o'clock P.M. on
March 15, 1955.
