A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM FINDING AND DETERMINING THAT
PUBLIC NECESSITY AND CONVENIENCE WARRANT THE
OPENING OF CRESCENT AVENUE ONTO THE SANTA ANA
FREEWAY, BY MEANS OF A GRADE LEVEL APPROACH
OVER THE BRANCH LINE OF THE SOUTHERN PACIFIC
RAILWAY AND AN ON -RAMP AND OFF -RAMP STREET
APPROACH, AND AUTHORIZING AND DIRECTING THE
CITY ADMINISTRATIVE OFFICER TO SUBMIT SUCH
FINDINGS TO THE CALIFORNIA STATE HIGHWAY COM-
MISSIONER FOR STUDY AND CONSIDERATION,
WHEREAS, Crescent Avenue is a public street within
the incorporated limits of the City of Anaheim, running east
and west, having a terminus at the Southern Pacific Company's
Branch Line on the west side of the Santa Ana Freeway, and
lying within and servicing the industrial area of West
Anaheim; and
WHEREAS, the area bounded on the north by Crescent
Avenue and the Southern Pacific Railway, on the east by the
Robertshaw- Fulton Controls Plant, and on the south by Lincoln
Avenue has been established and is being developed for in-
dustrial use; and
WHEREAS, the owners and developers of said area de-
sire the opening of Crescent Avenue onto the freeway and have
requested the aid and cooperation of the City of Anaheim in
securing consent from the State of California, Division of
Highways, for the establishment of a grade crossing over the
branch line of the Southern Pacific Railway, and an on -ramp
and off -ramp street approach to the freeway; and
WHEREAS, the City Council has caused an investiga-
tion to be made and does find and determine that public
necessity and convenience warrant the proposed connection,
based on the following considerations:
1. The rapid industrial and commercial develop-
ment in this area has increased the local
traffic considerably,
2. From the present terminus of Crescent Avenue,
the nearest freeway connection is at Euclid
Avenue, where an overpass is planned, a dis-
tance of approximately 1 -1/2 miles.
3. The Southern Pacific Company's Branch Line
carrys a relatively small amount of traffic
and no undue hazard would be created by
such a grade crossing.
I The Southern Pacific Company's Industrial
Division is in favor of the proposed connec-
tion.
5. Room appears available on the west shoulder
of the freeway for the acceleration and
acceleration lanes necessary to avoid inter-
ference with traffic on the freeway.

6. The attractiveness of the locality to in-
dustrial users will be greatly enhanced by
its immediate accessibility to and from
the freeway.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that the City Administrative Officer be,
and he is hereby, authorized and directed to submit said find-
ings to the California State Highway Commissioner for study
and consideration.
THE FOREGOING RESOLUTION is signed and approved by
