A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ACCEPTING A SEALED PROPOSAL AND
AWARDING A CONTRACT TO THE LOWEST RESPONSIBLE
BIDDER FOR THE FURNISHING OF ALL PLANT, LABOR,
SERVICES, MATERIALS AND EQUIPMENT AND ALL
UTILITIES AND TRANSPORTATION INCLUDING POWER,
FUEL AND WATER, AND PERFORMING ALL WORK NECESSARY
TO CONSTRUCT AND COMPLETE THE FOLLOWING PUBLIC
IMPROVEMENT: RAYMOND-ROM EYA SEWER IMPROVEMENT,
JOB NO. 1005.
WHEREAS, the City Council of the City of Anaheim did
cause to be published in a newspaper of general circulation,
printed, published and circulated in the City of Anaheim, to wit:
The Anaheim Bulletin, on the 16th day and the 22nd day of
April 1954 a notice inviting sealed
proposals for furnishing the following:
All plant, labor, services, material and equipment,
and all utilities and transportation, including
power, fuel and water, and performing all work neces-
sary to construct and complete in a good and workman-
like manner, in strict accordance with the specifica-
tions, plans and drawings therefor on file in the
Office of the City Clerk of the City of Anaheim of
the following public improvement, to wit: Raymond-
Romnneya Sewer Improvement consisting of the
construction of V.C.P. sewer laterals, size as
indicated on the plans, including excavation, manhole
construction, 4 -inch V.C.P. wye branches, resurfacing,
and appurtenant work, Job No. 1005.
in accordance with the designs, plans, profiles and specifications
of said public improvement on file in the office of the City Clerk
of the City of Anaheim; and
WHEREAS, said notice inviting sealed proposals for said
public improvement did provide that sealed proposals would be re-
ceived by the City Council of the City of Anaheim at the office
of the City Clerk of the City of Anaheim up to the hour of 8:00
otclock P.M. on the 27th day of April 1954
for the furnishing of all plant, labor, services, materials and
equipment, all utilities and transportation including power, fuel
and water, and performing all work necessary to construct and
complete in a good and workmanlike manner the public improvement
hereinabove more particularly mentioned and described and which
notice did state and declare that pursuant to the provisions of
Section 1770 of the Labor Code, the City Clerk of the City of
Anaheim had ascertained the prevailing rate of wages in the
locality in which this type of labor is to be performed for each
craft or type of workman or mechanic needed to execute the con-
tract and did set forth the prevailing hourly wage scale so ascer-
tained; and
WHEREAS, the City Council of the City of Anaheim did re-
ceive the following sealed proposals prior to 8:00 otclock P.M.
on the 27th day of April 19_54 in response to
the notice aforesaid inviting sealed proposals, to wit:

WHEREAS, the City Council did thereupon refer saiu bids
to the City Engineer for examination, tabu-
lation and report to the City Council, and said
City Engineer did examine and tabulate said
sealed proposals and did report to the Council the result of his
examination and tabulation; and
WHEREAS the City Council finds that the sealed
proposals

is the lowest responsible proposal submitted for the furnishing of
all plant, labor, services, materials and equipment, all utilities
and transportation, including power, fuel and water and performing
all work necessary to construct and complete in a good and workman-
like manner in strut accordance with the specifications, plans
and drawings therefor on file in the office of the City Clerk of
the City of Anaheim of the public improvement hereinabove mentioned
and described together with the appurtenances thereto and as speci-
fied in the notice inviting sealed proposals and that said proposal
of said above named bidder should be accepted and a contract award-
ed to said bidder in accordance therewith; and
WHEREAS, the City Council finds that the above mentioned
seared proposal is the lowest responsible proposal received and
that the person, firm or corporation submitting said proposal is a
responsbile person, firm or corporation and that the proposal sub-
mitted is the best suited and fitted for the public improvement to
be constructed.
NOW, THEREFORE, BE IT RE SOLVED BY 1HE CITY COUNCIL OF THE
;ITY OF ANAHEIM that the sealed proposal submitted by Paul Vukich.

for the furnishing of all plant, labor, services, materials and
equipment, all utilities and transporttion, including power, fuel
and water and performing all work necessary to construct and com-
plete in a good and workmanlike manner in strict accordance with
the specifications, plans and drawings therefor on file in the
cffice of the City Clerk of the City of Anaheim and the notice in-

viting sealed proposals, the public works and improvements herein-
above more particularly mentioned and described, together with the
appurtenances thereto, be, and the same is hereby, accepted, and
that a contract for the construction and completion of said public
improvement be, and the same is hereby, awarded to the said above
named bidder,
AND BE IT FURTHER RESOLVED that the successful bidder or
bidders upon each contract awarded as hereinabove set forth shall
be, and they are hereby required to execute a contract in the re-
quired form with the City of Anaheim upon the terms and conditions
specified in the notice inviting sealed proposals and the proposal
submitted by said successful bidder or bidders and in accordance
with the plans and specifications for said public improvement
hereinabove described and in accordance with the terms, conditions
and provisions of this resolution, and that said successful bidder
or bidders to whom each contract is awarded shall be required to
furnish a surety bond in an amount equal to one hundred per cent
(100 of the contract price for all labor, materials and equipment
to be furnished and performed as set forth in the sealed proposals
submitted by said bidder for the construction of said public im-
provement together with the appurtenances thereto or such portion
thereof as is covered by said contract as security for the faith-
ful performance of said contract and a separate surety bond in an
amount equal to one hundred per cent (100 of the construction
cost of said public improvement covered by said contract as
security for the payment of all persons performing labor and furn-
ishing material for said project.
AND BE IT FURTHER RESOLVED that said successful bidder
or bidders be, and they are hereby, required to furnish to the
City of Anaheim in companies satisfactory to the City of Anaheim
public liability, property damage, compensation, and other insur-
ance in the amounts and for the purposes as set forth and specified
in the notice inviting sealed proposals and subject to the approval
of the City Attorney as to form and sufficiency.
AND BE IT FURTHER RESOLVED th.t the Mayor and the City
Clerk of the City of Anaheim be, and they are hereby, authorized
and directed to make, execute and enter into for and on behalf of
the City of Anaheim a written contract with said successful bidder
or bidders for the furnishing of all plant, labor, materials, and
equipment and performing all work as hereinabove more particularly
described for the construction, installation and completion of
said public improvement hereinabove described upon the terms and
conditions as specified in the notice inviting sealed proposals,
the detailed design, plans, profiles, drawings and general specifi-
cations and detailed specifications and drawings and all addenda
thereto and all modifications incorporated therein prior to the
date of the opening of bids, on file in the office of the City
Clerk of the City of Anaheim and in strict accordance with the
terms, conditions and provisions of this Resolution, and in accord-
ance with all the contract documents herein specified.
THE FOREGOING RESOLUTION is signed and approved by me

RECORD OF CANVASS OF RETURNS OF SPECIAL ANNEXATION ELECTION
HELD APRIL 16, 1954.
The City Council of the City of Anaheim hereby makes a record of
canvass of returns of a special annexation election.
Said special annexation election was held on the 16th day of April,
1954, in the manner provided by law.
That for said election, said City Council duly established one voting
precinct which is designated as LOARA ANNEXATION ELECTION PRECINCT.
That the polling place for such election was established and maintained
at Chas. E. Harbesonts Garage, 11282 Westmont Dr., Orange County, California,
which was within the hereinafter described unincorporated territory.
The description of the property proposed to be included in the annexa-
tion known as the LOARA ANNEXATION is as follows:
A tract of land lying within Section 9, Township 4 South, Range 10
West, San Bernardino Base and Meridian, and including Lots 6, 7, 8, 9,
10, 11 and portions of Lots 5, 12, 13 and 18 of Anaheim Homestead.
Tract as shown on a map thereof filed in Book 26, Page 10 Miscellan-
eous Records of Los Angeles County, California, and more particularly
described as follows:
Beginning at a point on the west city limits line of the City
of Anaheim, said point also being the intersection of the center line
of Loara Street with the center lire of West North Street; thence
a long the existing City Limits Line,
1. Northeasterly 1325 feet, more or less, along said existing
City Limits Line and center line of said North Street to an angle
point; thence,
2. Southerly 1175 feet, more or less, along the existing City
Limits line to a point, said point being on the northerly right -of-
way line of Westmont Drive, formerly known as Burton Street, (60 ft.
wide) and also being the most northeasterly corner of the Burton
Street Annexation to the City of Anaheim, adopted by Ordinance No.
811 August 12, 1952; thence.
3. Southwesterly 967 feet, more or less, along the said north-
erly right -of -way line of Westmont Drive formerly known as Burton
Street and the northerly line of said Burton Street Annexation to an
angle point; thence
4. Southerly 1020 feet, more or less, along the westerly line
of said Burton Street Annexation to an angle point which is the most
southwesterly corner of said Burton Street Annexation and also on
the existing City Limits line; thence
5. Westerly 428 feet, more or less, along the existing City
Limits line to a point on the westerly right -of -way line of Loara
Street (40 ft. wide), said westerly right-of-way line also being the
easterly line of the Euclid Avenue Annexation to the City of Anaheim
adopted. by Ordinance No. 773, February 20, 1951; thence
6. Northerly 17 feet, more or less, along said westerly right
of -way line of Loara Street and the easterly line of said. Euclid
Avenue Annexation to an angle point; thence

7. Westerly 442 feet, more or less, along the northerly line of
said Euclid Avenue Annexation to an angle point; thence
8. Southerly 66 feet, more or less, along the westerly line of
said Euclid Avenue Annexation to an angle point; thence
9. Northwesterly 383 feet, more or less, along a curve, concave
to the north, said curve also being the northeasterly line of said
Euclid Avenue Annexation to an angle point; thence
10. Northwesterly 408 feet, more or less, along the northeasterly
line of said. Euclid Avenue Annexation to an angle point; thence
11. Northerly 216 feet, more or less, along the easterly line of
said Euclid. Avenue Annexation to a point in the southerly line of the
Crescent Avenue Annexation to the City of Anaheim, adopted by Ordinance
No. 819, October 28, 1952; thence
12. Easterly 506 feet, more or less, along the southerly line of
said Crescent Avenue Annexation to an angle point; thence
13. Northerly 1300 feet, more or less, along the easterly line of
said Crescent Avenue Annexation to a point on the southerly right -of-
way line of Crescent Avenue (40 feet wide); thence
14. Westerly 630 feet, more or less, along the northerly line of
said Crescent Avenue Annexation and the southerly right-of-way line of
said Crescent Avenue to a point which is the most northwesterly corner
of said Crescent Avenue Annexation and also the most southeasterly
right -of -way corner of the intersection of said Crescent and Euclid
Avenues (60 ft. wide), said point also being in the easterly line of
the Montgomery Annexation to the City of Anaheim, adopted. by Ordinance
No. 818, September 10, 1952; thence
15. Northerly along the east right -of -way line of Euclid Avenue
a distance of 2100 feet, more or less, to a point, said point being
the south line of the Euclid -La Palma Annexation as adopted by
Ordinance No. 866, November, 10, 1953; thence
16. Easterly along said line and parallel to said south line of
La Palma Avenue a distance of 1290 feet, more or less, to a point of
intersection_ with the existing city limits line; thence
17. Southerly along the existing city limits line a distance of
1715 feet, more or less, to the point of beginning.
That the proposition submitted to the electors residing within said
unincorporated area was:
Shall LOARA ANNEXATION be annexed to the City of Anaheim,
California, and the property in said LOARA ANNEXATION be
after such annexation, subject to taxation equally with the :YES:
property within said City of Anaheim, to pay its pro rata
portion, based upon assessed valuation, of all bonded in-
debtedness of said City of Anaheim outstanding on March 18, :NO
1954, or theretofore authorized?
That said City Council met at its regular meeting after the expiration
of three days from and after the date of said election to canvass the returns of
said election, and at said regular meeting did make and complete its canvass of
such returns.

1. That the whole number of votes cast at such election was 31.
2. That the number of votes cast at such election in favor of
annexation was 26.
3. That the number of votes cast at such election against
annexation was 5.
4. That the number of ballots received as absentee votes was 0.
