Anaheim Blvd., Anaheim, CA 92805 July 10, 2025 — 5:30 p.m. BOARD MEMBERS PRESENT Linda Barnett, Chair Steven Kleine, Vice Chair Adele Lopez Tagaloa Laura Banker-Jelensky Shandra Barrera Steven Douglas Usha Shaw STAFF Joe Perez, Human and Neighborhood Services Manager Julia Moreno, Community Services Supervisor Barbara Leggett, Senior Secretary AGENDA ACTION TAKEN 1) CALL TO ORDER: The Community Services Board meeting was called to order at 5:34 p.m. by Chair Barnett. 2) PLEDGE OF ALLEGIANCE: Chair Barnett led the Board in reciting the Pledge of Allegiance. 3) UNSCHEDULED PUBLIC COMMUNICATION: None. 4) SCHEDULED COMMUNICATION: HS/NS Manager Joe Perez introduced Housing & Community Development Administrative Analyst Linda Ly to provide an update on the 2026 funding cycle. Ms. Ly provided a brief update regarding the Fiscal Year 2026 federal budget process. She shared that the Senate has not yet announced its markup schedule. Due to differences between the House and Senate on spending levels and related policies, there is speculation, based on feedback from trade and advocacy groups, that a continuing resolution may be passed to maintain current funding levels. 5) APPROVAL OF THE MINUTES: Chair Barnett presented the May 8, 2025, meeting minutes for Board Members to review and make any necessary corrections. Board Member Douglas motioned to approve the minutes, with Board Member Tagaloa seconding the motion. The motion was approved with seven votes in favor. Chair Barnett formally accepted the minutes. 6) NEW BUSINESS: a) Community Services Board Elections — HS/NS Manager Joe Perez opened the floor for nominations for the Chair and Vice -Chair positions. A nomination was made by Chair Barnett to elect Steven Klein as Chair. No other nominations were received. Seven votes in favor, none in opposition. Chair Barnett nominated Board Member Steven Douglas to be elected as Vice Chair. No other nominations were received. Seven votes in favor, none in opposition. 7) INFORMATIONAL ITEMS: HS/NS Manager Joe Perez shared information about the newly launched Anaheim Contigo program that helps support families in need. Joe shared the process by which residents could receive emergency assistance through the Anaheim Community Foundation. He added that more Anaheim Contigo Program information is available on the city's website. Board member Laura Banker-Jelensky shared that Creative Identity's annual Summer Luau will take place on August 15 at the Downtown Anaheim Community Center, 250 E. Center Street. HS/NS Manager Perez noted that the City partners with Creative Identity through the Accessibility Center and provides space for their events, including fundraisers and appreciation luncheons. Board member Usha Shaw shared that Katella High School will be hosting a resource Drive drop-off on July 191" to help families affected by recent immigration concerns. 8) ADJOURNMENT: Chair Barnett adjourned the meeting at 6:02 p.m. and reported the next meeting scheduled for October 9, 2025, at 5:30 p.m.
