Older Adults 2025/06/19MINUTES OLDER ADULTS COMMISSION June 19, 2025; 2:00 p.m. COMMISSIONERS PRESENT: STAFF PRESENT: Denise Barnes, Chair Brian Chwan, Community Services Superintendent Sue Baltazar Maureen Richardson, Community Services Supervisor Frances Noteboom Beth Lapkowski, Administrative Assistant Victor "Vic" Real Irene Rose COMMISSIONERS ABSENT: Steve Brio, Vice Chair (Excused) AGENDA ACTION TAKEN 1. CALL TO ORDER: Chair Barnes called the meeting to order at 2:01 p.m. 2. PLEDGE OF ALLEGIANCE: Chair Barnes led the Commission in reciting the Pledge of Allegiance. 3. APPROVAL OF THE MINUTES: Chair Barnes presented the minutes of the May 15, 2025, meeting. Commissioner Noteboom made a motion for approval of the minutes, seconded by Commissioner Baltazar. The minutes were approved with five ayes. 4. UNSCHEDULED PUBLIC COMMUNICATION: 5. SCHEDULED COMMUNICATION: a. Council Member Norma Campos Kurtz: CM Kurtz invited the Senior Commissioners to an senior safety informational meeting that she and Council Member Maahs are hosting on Tuesday, June 24t" at 11:00 a.m. at the United Methodist Church, with representatives from Police Department, Fire Department, Code Enforcement and Public Utilities present to discuss safety issues at home and outside of the home. She also asked for the Commission's help to provide assistance determining what the needs are of the older adult population in planning for a new senior center. To that end, a planning meeting will be held at 10:00 a.m. on Thursday, June 26t" at Ted's Burgers to identify items and discuss a strategy to have a series of meetings across the city, inviting older adults to come in and share what they would like to see in a new senior center. She wants to be sure that plans are ready when funding becomes available and a site has been identified. b. Older Adults Presentation: Brian Chwan provided the presentation to the commission that was presented to City Council regarding the current service levels to older adults in the City. 6. NEW BUSINESS: a. Constant Contact — Community Services Superintendent Brian Chwan stated that a request at a prior meeting regarded how to contact residents with information, and he provided information on a program called Constant Contact that is currently used by the Neighborhood Services Division. They will incorporate it into the Older Adults services using Mail Chimp to send communications out to older adults who use email. He noted they will be working on the database to be used to provide information to older adults in the City. Commissioner Real asked about those seniors who don't use the internet, how do they receive information. Maureen Richardson noted that they do have people in that category, and they provide flyers, mailers, and make phone calls to reach as many as possible. Senior Citizen Commission June 19, 2025 Page 2 AGENDA ACTION TAKEN b. Proposed Tour of Other Senior Centers — Commissioner Rose pulled the item for further discussion. Brian Chwan noted that any kind of tour needs to take into consideration the Brown Act related to both the commission and City Council Members. 7. UNFINISHED BUSINESS: a. Letter to City Council — Community Services Superintendent Brian Chwan brought the letter back with signature lines for the sitting members of the commission. He will forward the letter to City Council once all signatures are obtained. 8. INFORMATIONAL ITEMS: a. Blue Zones, Aging & Longevity — Commissioner Real shared some facts on the senior population (60 plus) in the United States. As of June 2024, the National Council on Aging (NCOA) is striving to help all older adults age with dignity and stated that adults 66 years plus will comprise 32 percent of the American population by 2040. b. Older Adults Commission — District 3 Appointment — Community Services Superintendent Brian Chwan reported that an application has been submitted, and Council Member Rubalcava is currently reviewing it. c. July Meeting is DARK — Brian Chwan reminded the Commissioners that the Commission will not meet in July, per the schedule. d. Chair Barnes asked if anyone had items that they would like to have added to the August agenda. Commissioner Real asked to include Blue Zones, Aging & Longevity. Commissioner Noteboom suggested bringing back information derived from the two meetings that Council Member Kurtz discussed that will be held next week. Chair Barnes would like to include a discussion about a packet being available at the front counter that would contain items such as the safety card and emergency information. 9. ADJOURNMENT: Chair Barnes adjourned the meeting at 3:19 p.m. NEXT MEETING: The next meeting will be held on Thursday, August 21, 2025.
