Older Adults 2025/08/21MINUTES OLDER ADULTS COMMISSION August 21, 2025; 2:00 p.m. COMMISSIONERS PRESENT: STAFF PRESENT: Denise Barnes, Chair Brian Chwan, Community Services Superintendent Steve Brio, Vice Chair Maureen Richardson, Community Services Supervisor Sue Baltazar Beth Lapkowski, Administrative Assistant Frances Noteboom Victor "Vic" Real COMMISSIONERS ABSENT: Irene Rose (Excused) AGENDA ACTION TAKEN 1. CALL TO ORDER: Chair Barnes called the meeting to order at 2:05 p.m. 2. PLEDGE OF ALLEGIANCE: Vice -Chair Brio led the Commission in reciting the Pledge of Allegiance. 3. APPROVAL OF THE MINUTES: Chair Barnes presented the minutes of the June 19, 2025 meeting. Commissioner Noteboom made a motion for approval of the minutes, seconded by Commissioner Baltazar. The minutes were approved with five ayes. 4. UNSCHEDULED PUBLIC COMMUNICATION: 5. SCHEDULED COMMUNICATION: a. Thank you for your Service Victor "Vic" Real — Community Services Superintendent Brian Chwan announced that Commissioner Real will be leaving the commission after this meeting. He thanked Commissioner Real for his service to our country and his hard work on behalf of his community. b. National Senior Citizens Day — Brian Chwan recognized National Senior Citizens Day and read the words from Ronald Reagan when he first proclaimed the day in 1988. 6. NEW BUSINESS: a. Orange County Master Plan for Aging - Brian Chwan shared that there has been media coverage on the OC Master Plan for Aging, and he recommended that the commissioners review the Needs Assessment report on their webpage. 7. UNFINISHED BUSINESS: a. Letter to City Council — Brian Chwan reported that the letter has been signed by all commissioners and is moving forward to City Council. 8. INFORMATIONAL ITEMS: a. Blue Zones, Aging & Longevity — Commissioner Real shared an article from the OC Register about the Orange County Veterans' Cemetery that will be built in Anaheim Hills' Gypsum Canyon. The article indicated they are working on acquiring $6 million in funding through a grant Older Adults Commission August 21, 2025 Page 2 AGENDA ACTION TAKEN from the Department of Veterans Affairs, after which time they hope to proceed with construction. b. Update from Council Member Kurtz's Meetings — Commissioner Noteboom reported that on June 26, she attended a meeting held by Council Member Kurtz, with Maureen Richardson, Irene Rose and the Council Member's aide. They determined that meetings will be held beginning later in the summer. The meetings will be interactive, giving residents an opportunity to contribute their ideas to topics which include transportation, including parking; inside space, including the kitchen, welcoming space, stage, etc.; outside space; recreation; health, fitness and wellbeing. It is proposed to have a meeting in each district, and it was determined that they should visit other senior centers in the County. Information gathered at the meetings will help city staff find a location or locations that will best serve the needs of the city's older adult population. On August 11t" visits were made to Huntington Beach and Newport Beach senior centers. Commissioner Noteboom described the various amenities and offerings each of the centers offer to their residents. Chair Barnes asked if Council Member Kurtz will still be initiating the process. Commissioner Noteboom stated that meetings will be held in every district with five tables, with one person who was on the tour at each table, with the goal to get input from residents. c. Packet for Front Counter — Chair Barnes would like to compile a folder of items to be provided for older adults at the front counter at the senior center. Chair Barnes would also like to provide an emergency kit to each senior citizen in Anaheim. Commissioner Brio also mentioned providing information on CERT, which would help educate them in ways to assist in case of an emergency. Brian Chwan suggested working offline to determine what her vision is for items to be included in the packet. d. Older Adults Commission - District 3 Appointment — Community Services Superintendent Brian Chwan reported there hasn't been an appointment, but he will follow up and report back at the next meeting. e. Commissioner Noteboom — Commissioner Noteboom went to National Night out and noticed that there was not a single representative for active older adults. Maureen Richardson stated that they had not been invited. Commissioner Noteboom noted that Council Member Leon will be holding an event on September 27t" at St. Justin Martyr Church, and if nobody else is available she would volunteer to man a table at that event. She also mentioned that there will be a walk on Mondays at Center Greens beginning on Monday, September 8t". Maureen Richardson noted that the walks are being sponsored by Medicare providers. f. Brian Chwan noted that Council Member Balius joined the meeting and invited him to say a few words; he thanked him and stated that he just came to see what was happening in the older adult community. g. Commissioner Real noted that the Older Adult program recently held a lunch to thank him for his service, and he was very moved by the turnout and recognition. 9. ADJOURNMENT: Chair Barnes adjourned the meeting at 2:53 p.m. NEXT MEETING: The next meeting will be held on Thursday, September 18, 2025.
