This Op-Ed below just appeared. The c ity must demand transparenc y on the OC animal shelter's Strategic Plan. The c ounty c overs only 6% of the
shelter’s budget, the cities 94%. If the county doesn’t give you an itemized report on the shelter’s Strategic Plan IMMEDIATELY, you should not
renew the contract.

While there’s some positive c hange in the shelter, serious problems remain. OC needs to be transparent about the implementation (or not?) of the shelter’s
taxpayer-funded Strategic Plan. It also needs to value its experienced volunteers, instead of restricting them to c row ded w alkw ays and yards deteriorating
into mud pits.
