If so, Why Haven’t Any Progress Reports Been Released? https://voic eofoc .org/2025/12/vaughn-is-the-c ounty-w orking-to-fix-the-animal-shelters-problems-if-so-w hy-havent-any-progress-reports-been-released/ While there’s some positive c hange in the shelter, serious problems remain. OC needs to be transparent about the implementation (or not?) of the shelter’s taxpayer-funded Strategic Plan. It also needs to value its experienced volunteers, instead of restricting them to c row ded w alkw ays and yards deteriorating into mud pits.
