because of a drastic reduction in the appropriation for Federal
Civil Defense by Congress; and

the damage to rail lines caused by the recent earthquake in rortherL

California which stopped all rail transportation to Southern Cali-
fornia for several days; and
WHEREAS, R.EAS, this loss of time in receiving these vital medical
supplies could create a tragic situation for SOo of the population
of the State now residing in Southern California; and
WHEREAS, the Federal Civil Defense Administration recognized
the necessity of locating the largest of its warehouses for storage
of medical supplies in Southern California where it is readily
accessible between the First, Third and Fifth largest cities in the
State, in order to serve its citizen, during a major disaster with-
in one to four hours; and
':'FER AS, the annual budget cost of maintenance of the Federal
warehouse in Tustin, California has been estimated at approximately
:Y15,000, 00
T07 TE REFOR E, EE IT RESOLVED by the City Council of the
City of Anaheim that the City Council does protest the closing; of
said warehouse and the re moval of medical supplies now stored and
to be stored in it.
AND EE TT FURTHER RESOLVED that the City Council of the City
of Anaheim requests the President of the United States of America
to i aKe an immediate allocation of money from his emergency fund
to maintain and continue the operation of the Federal Civil Defense
Administration warehouse in Tustin, California, a$ it was originally
intended, until Congress can and does appropriate money directly
for its maintenance and operation.
AND BE IT FURTHER RESOLVED that copies of this resolution
be distributed to the United States Senators from California, to
the Congressmen from Southern California, Bakersfield south to the
.exican Border, and to the State Legislature with a request that
they do all in their power to save the removal of this essential
•,rarehouse from Southern California.

The Federal Civil Defense Administration instituted a program several
months ago, of supporting local Civil Defense Organizations throughout Southern
California in time of great disaster, by establishing a large warehouse in
Tustin, California for the storage of antibiotics, medical and hospital supplies
and some basic engineering supplies. A total of some 300 items were to be
stored, and a large stock has already been received. Money has been expended
in preparation for its use, including the remodeling of a room for the separate
storage of ether.
The establishment of a warehouse outside of the critical area in Southern
California is essential since these supplies in stockpile by the State and local
governments would be exhausted in from four to six hours in the case of a major
disaster or an atomic strike in the area.
WHEREAS, the General Services Administration has notified the Office of
Civil Defense and Disaster Relief of the County of Orange that the Federal Civil
Defense Administration has instructed it to close immediately the Federal ware-
house in Tustin, California because of a drastic reduction in the appropriation
for Federal Civil Defense by Congress; and
WHEREAS, the General Services Administration advises that the medical
supplies now in storage at the Federal warehouse in Tustin, California are to be
transferred to the smaller Federal warehouse in San Jose, California; and
WHEREAS, the supplies from the Federal warehouse in San Jose, California
could not be transported to Southern California in event of a major disaster
under ten hours; and even days as evidenced by the damage to rail lines caused
by the recent earthquake in Northern California which stopped all rail trans-
portation to Southern California for several days; and
WHEREAS, this loss of time in receiving these vital medical supplies could
create a tragic situation for 60% of the population of the State now residing
in Southern 0) ifornia; and
WHEREAS, the Federal Civil Defense Administration recognized the necessity
of locating the largest of its warehouses for storage of medical supplies
in Southern California where it is readily accessible between the First, Third
and Fifth largest cities in the State, in order to serve its citizens during
a major disaster within one to four hours: and
WHEREAS, the annual budget cost of maintenance of the Federal warehouse
in Tustin, California has been estimated at approximately $45,000.00, There-
fore be it RESOLVED:
1. That the Orange County and Cities Civil Defense and Disaster Board
does protest the closing of said warehouse and the removal of medical
supplies now stored and to be stored in it.
2. That the Orange County and Cities Civil Defense and Disaster Board
requests the President of the United States of America to make an
immediate allocation of money from his emergency fund to maintain and con-
tinue the operation of the Federal Civil Defense Administration warehouse
in Tustin, California, as it was originally intended, until Congress can
and does appropriate money directly for its maintenance and operation.
3. That copies of this resolution be distributed to the United States
Senators from California, to the Congressmen from Southern California,
Bakersfield south to the ilexican Border, and to the State Legislature
with a request that they do all in their power to save the removal of
this essential warehouse from Southern California.
I, L. A. (Dan) Patch, Secretary of the Orange County and Cities Civil
Defense and Disaster Board, Orange County, California, hereby certify that the
above and foregoing Resoion was duly and regularly adopted by the said
Orange County and Cities Civil Defense and Disaster Board'at a oproirei meeting
thereof held on the iii day of August, 1952 and passed by a unanimous vote
of said members present.
