WEER:FAS, an application No.33301 has ben filed with Public Utilities Commission of the State of California by William K. Deane and David M. Carson, individuals, doing business at co-partners under the firm name of Gross Town Bus Lines for a certificate of Public Convenience and Necessity authorizing the peration of the passenger 3tage Corporation between points in the City of Anh ifornia and the City of Placentia, California and all intermediate points and WHEREAS, the City of Anaheim does not now enjoy the benefits of a local bus transportation service and would be greatly benefited by the establishment o such a service, and WHEREAS, a population of the City of Anaheim within the last few years has greatly increased to the paint where it is now Seventeen thousand and eighty-seve (17,087) persons, and WHEREAS, the area to the East of the City of Anaheim known as La Jolla Plaoentia ia economicejly important to the City of Anaheim and the people residin in said areas trade in the City of Anaheim and many of the persons are employed within the City of Anaheim and are in need of an established means of transporta to and from such areas to the City of Anaheim and WHEREAS, such a transportation service would be in the public interest and it is deemed by the City Council of the City of Anaheim to be of public convenien and necessity, and WHEREAS, the applicants for said Cross Town Bus Unite franchise now propose to provide such bas service within the City of Anaheim and between Anaheim and Placentia via the community known as Le Jolla and WHEREAS, said Cross Town Bus Lines has been and is now providing bus service other Southern California Communities in a very satisfactory manner. NOW, THEREFORE, RE IT RESOLVED by the City Council of the City of Anaheim, that the Public Utilities Commission of theState of California be and it is he respectfully urged to grant the application of William K. Deane and David M. III That by this application the applioants seek authority to conduct a common carrier service for the transportation of passengers in the oity of Anaheim, California and between the oities of Anaheim and Plaoentia, California, and all intermediate points over and along the following routes: WITHIN THE CITY OF ANAHEIM: Water Street between West Street and Palm Street. West Street between Water Street and Center Street. Palm Street between Water Street and Center Street. Center Street between West Street and Placentia Avenue. Olive Street between Center Street and La Palma Avenue. BETWEEN ANAHEIM AND PLACENTIA: Placentia Avenue between Center Street and La Jolla Street. La Jolla Street between Placentia Street and Blue OUR Street. Blue Gus Street between La Jolla Street and Orangethorpe Avenue. Orangethorpe Avenue between Blue Gum Street and Melrose Street. WITHIN THE CITY OF PLACE N TI A: Melrose Street between Orangethorpe Avenue and Santa Fe Avenue. That the operation over and along the above streets is to be conducted au follows: Beginning at La Palma and Olive in the city of Anaheim, thense south on Olive to Center, west to Palm, south to Water, west to West, north to Center, east to Plaoentia Ave., north to La Jolla, east to Blue Gun, north to Orangethorpe, west to Melrose, and north on Melrose to Santa Fe Avenue, the easternmost terminus. The return trip commences at Santa Fe Avenue and Melrose in the oity of Placentia, thense south on Melrose to Orangethorpe, east to Blue Gum, south to La Jolla, west to Placentia Avenue, south to Center, west to West, south to Water, east to Palm, north to Center, east to Olive, and north on Olive to La Palma, the point of beginning. Applioants propose to provide servioe between all points on and along the above desoribed route. Attaohed hereto and marked Exhibit "A" and made a part hereof is a sap on whioh is designated the route herein proposed, the route currently being served by applicants under the authority of Decision No. 44520, and the routes presently being served by the Paoitio Electric Railway Company. No reference is made on the map to the routes 2 presently being served by applicants under authority of Decision No. 42517 inasmuch as such routes are removed by many miles from the area involved in this application. IV That the applicants herein propose an adult fare of 150 in any one faze zone, and an additional 5¢ for each additional fare zone. The fare proposed for school, children is 5O less than the adult fare in each instance. All fares will be established on a zone basis, and the proposed fares are more fully set forth in Exhibit trBPP attached hereto and made a part hereof. Applicants will file a complete tariff setting forth the rates and charges herein proposed together with the usual tariff rules and regulations in the event the authority herein sought is granted, V That applicants propose to conduct the proposed service herein set forth between fixed terminii on a regularly scheduled basis, such schedule being hourly from 7 a.m. to 6 p.m., with no service on Sundays or Holidays. VI That applicants propose to render the service herein described with one 27 passenger Ford Transit coach, which coach is now owned by applicants and is identical with several such buses currently being used by them in the ,conduct of business on their other lines. In the event additional buses are needed to provide adequate service over and along the routes herein sought, ,applicants are able to furnish such buses as may be requied. VII That attached hereto and made a part hereof and marked Exhibit "0" is a Wanes sheet setting forth the assets and liabilities of the applicants, as of February 29, 1952, together with an operating statement for the period January 1, x,951 to December 31, .1951. VIII That the fOl1owing conditions exist which are relied upon by applicants, and by other interested Parties, as justification for the granting of a Certificett of Public Convenience and Necessity over and along the routes herein $esooibed: The city of Anaheim has for some years past strongly felt the need for a bus transportation service of a more local nature than is presently afforded. Some four years ago the Anaheim Chamber of Commerce secured the services of a qualified bus transportation expert to conduct a survey of the area to determine the feasibility of the establishment of such service. The conclusion reached was that such a service was a bit premature, and;that a strictly local operation might not return out of pocket costs. During the subsequent years the general Anaheim area has developed considerably from the standpoint of population and industry.,The area to the east of Anaheim has also grown considerably during the past few years, with most of the increase in population being between Anaheim and Placentia. Applicants have, consulted the person who conducted the survey referred to above, and the opinion obtained was that the routes herein described justified the establishment of a service at the present time due to the considerable increase of population. The consultant and applicants believe that the operation herein proposed will at least pay out of pocket costs within six months, and that thereafter such operation should result in some profit, although not large. As can be noted from Exhibit 0 A", the map, there does not exist at the present time an east —west bus service through Anaheim. The main bueiness and shopping district is pr maril7 along Center Street, and applicants propose to provide a service over the more important Lenght of said street. The area proposed to be served by the loop on the west end of the line is now solidly developed with residential units and comprises one of the important residential sectigns of Anaheim. The area adjacent to Olive Street between Center Street and La Palma Avenge is likewise completely developed with residences, and such development extends for several blocks to the east of Olive Street as well as to the west. While the P?acif1c Electric Railway Company provides some service along I.os Angeles Street, such service is too remote and distant from persons residing east of olive Street. There has been considerable residential development to the east of Anaheiim, particularly between Ans,hein and Placentia, which 8411 is presently without public transportation of.any kind. The area trsversed by La J.olia 4 Street is quite solidly built up with people of Mexican extraction, and some 500 of these pepple are without trancportatior, facilities. The city of Pl €,centia is of course well develcr,i with indurtry snd.rgsident$, and these 1.e:ople have no way at the prese :„;.lie to tr:vd:1 'vetwesn Anaheim and Placentia by public means. From applicalltcs expeac rience in operating a service between Fullerton and Placentia, while such service is reasonably well patronized, applicants have developed the fact that the residents of Placentia would prefer to shop in Anaheim. Appplicants, after careful study and considerati r, are of the, opinion that the out of pocket loss for the first six months should not exceed 50 per mile. The round trip mileage for the route proposed herein is 15 and on the basis of 11 trips per day the daily mileage would be 171.6, resulting in an estimated daily loss on an average of some $8.58. This would represent a.loss for a six month period of about $1038.48. Applicants are financially able to absorb such out of pocket loss, and are willing to do so, and without causing the burden to fail upon the public in other areas currently being served by them. Tx That applicants are informed and believe and upon such information and belief allege that no common carrier of passengers presently operating in the area herein described will oppose the application as herein set forth, and that the proposed service will not conflict with the operation of any other carrier. Applicants have provided and delivered a copy of this application to the Pacific Electric Rally Company at its offices at 610 South Main Street, Tlos Angeles, California. Applicants reqoept allege that this application is one which can be disposed of ex perte an4 without hearing, and respectfully request that this Honorable Commission 'grant the within application in an ex parte proceeding.
