I am writing to formally oppos e the propos ed Fes tiva l Center project due to unres olved public s afety
and eva cuation concerns .
This a rea alrea dy s uffers from limited ingres s a nd eg res s and is located within a Very Hi g h Fire Ha za rd
Severity Z one. Evacua tion is currently a known problem, a nd the C ity ha s not demons tra ted tha t the
Fes tival C enter will improve eva cuation s afety for exis ting res idents . Propos ed traffic or circulati on
meas ures ha ve not been s hown to meaningfully addres s evacua tion relia bility under emerg enc y
conditions .
Approving a ma jor new development without a proven, effective evacua tion plan places exis ting
res idents at increa s ed ris k. Public s a fety mus t be res olved before a dditional dens ity is cons i dered.
For thes e rea s ons , I urge the C ity to deny or dela y approval of the Fes tival C enter until eva c ua tion and
emerg ency a cces s is s ues are fully a nd tra ns parently a ddres s ed.
