I am writing to formally oppos e the propos ed Fes tiva l Center project due to unres olved public s afety a nd evac ua tion c oncerns .
This a rea alrea dy s uffers from limited ingres s a nd eg res s and is located within a Very Hi g h Fire Ha za rd Severi ty Z one. E vac ua tion is
currently a known problem, and the C ity has not demons tra ted tha t the Fes tiva l Center will improve eva cuati on s afety for exis ting
res idents . Propos ed traffic or circula tion meas ures ha ve not been s hown to meaningfully a ddres s eva cuati on reliability under
emerg ency conditions .
Approving a ma jor new development without a proven, effective evacua tion plan places exis ting res idents at i ncrea s ed ri s k. Publ i c
s a fety mus t be res olved before a dditional dens ity is cons idered.
For thes e rea s ons , I urge the C ity to deny or dela y approval of the Fes tival C enter until eva c ua tion and emerg ency a cc es s i s s ues are
fully and trans pa rently addres s ed.
