Dear Council M ember Natalie M eeks, I am w riting to formally oppose the proposed Festival Center project due to unresolved public safety and evacuation concerns. This area already suffers from limited ingress and egress and is located w ithin a Very High Fire Hazard Severity Zone. Evacuation is currently a know n problem and the City has not demonstrated that the Festival Center w ill improve evacuation safety for existing residents. P ropose traffic or circulation measures have not been show n to meaningfully address evacuation reliability under emergency conditions. Approving a major new development w ithout a proven, effective evacuation plan places existing residents a increased risk. P ublic safety must be resolved before additional density is considered. M y family and I have lived in the 92807 zip code for 24 years. W e have experienced many fires in the area and have been forced to evacuate. The traffic in the surrounding areas is often gridlocked. It is terrifying to imagine adding residential projects that w ould increase the population in the area.
