Dear Mayor Aitken and Members of the Anaheim City Council, As a resident of the Belsomet community and Civil Engineer, I am submitting formal opposi ti on to the proposed hi gh-densi ty residential development at the Festival Shopping Center based on unresolved life-safety and infrastructure capacity concerns. Although the demand for additional housing is acknowledged, the proposed site presents significant technical constraints that have not been adequately mitigated through the current project design or supporting studies: • Emergency Evacuation Capacity: The local roadway network serving the project area experienced full operational failure during the 2017 wildfire events, resulting in complete traffic gridlock. The introduction of an estimated 1,000 or more additional vehicle trips within this constrained network will materially reduce available evacuation capacity and increase clearance times during future wildfire emergencies. • Transportation and Utility Infrastructure Limitations: Based on established engineering standards, the existing roadway geometry, access limitations, and utility systems within the Canyon area were not designed to accommodate high-density residential loading at this location. No feasible off-site improvements have been identified that would sufficiently mitigate these deficiencies. • Consistency with Prior Council Determinations: The City Council previously determined that similar evacuation and infrastructure constraints warranted denial of the Deer Canyon project. The Festival Shopping Center proposal presents equal or greater technical risk with respect to emergency access, evacuation performance, and public safety. For these reasons, I respectfully recommend denial of the Shea Properties proposal unless and until the applicant can demonstrate, through verifiable engineering analysis, that emergency evacuation performance and infrastructure capacity meet acceptable public safety standards.
