A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING THE CONVEYANCE OF THE
CITY OWNED PROPERTY AT 1633 S. JEFFREY TO THE
ANAHEIM HOUSING AUTHORITY AND MAKING
CERTAIN FINDINGS IN CONNECTION THEREWITH
WHEREAS, the "Jeffrey-Lynne Neighborhood," bounded by 9th Street on the west,
Cerritos Avenue on the north, Walnut Avenue on the east, and an Edison utility
easement on the south, in the City of Anaheim, consists of approximately 31 acres of
medium density housing; and
WHEREAS, there are approximately 725 dwelling units in the Jeffrey-Lynne
Neighborhood, predominantly contained within eight-unit apartment buildings built in the
late 1950s and early 1960s; and
WHEREAS, the Jeffrey-Lynne Neighborhood is physically blighted and suffers from
severe overcrowding, a shortage of parking and usable open space, problems with
traffic and security, unsanitary and unsafe dwelling units, and considerable deferred
maintenance; and
WHEREAS, the predominant majority of the apartments in the Jeffrey-Lynne
Neighborhood are one-bedroom units; and
WHEREAS, a survey of the residents of the Jeffrey-Lynne Neighborhood has t:ound a
substantial need for more family-units consisting of two-, three- and four-bedroorns; and
WHEREAS, the Anaheim Housing Authority (the "Authority"), the Anaheim
Redevelopment Agency (the "Agency"), and the City of Anaheim (the "City") have also
found a substantial need in the community for such family units to be avai!abte for the
long-term at rents affordable to persons and families of very low- and low-income; and
WHEREAS, in order to address the needs of the Jeffrey-Lynne Neighborhood
described above, the Authority has: and (a) entered into that certain Affordable Housing
and Neighborhood Revitalization Agreement, dated as c,f June 15, 1999, with Anaheim
Revitalization Partners, L.P. (the "Agreement"); (b) adopted the "Jeffrey-Lynne
Neighborhood Revitalization Plan" (the" Revitalization Plan"), (c) approved alternative
site plans to implement the Revitalization Plan; and (d) directed staff to commence
implementing the Revitalization Plan; and
WHEREAS, the City previously acquired the real property generally located at 1633 S.
Jeffrey (the "Property") in the Jeffrey-Lynne Neighborhood and converted the apartment
building thereunto a community center; and

WHEREAS, the alternative site plans for the Jeffrey-Lynne revitalization contemplate
the redevelopment of the Property; and
WHEREAS, in order to assist and facilitate the implementation of the Revitalization
Plan and the redevelopment of the Property, it is necessary that the Property be
transferred to the Authority.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. Finding. The conveyance of the City Property to the Anaheim Housing
Authority is in the best interest of the City.
Section 2. Approval of Property Transfer. The transfer of the Property is hereby
approved.
Section 3. Executive Director Authorization. The Executive Director of the
Community Development Department is authorized to take all actions and sign all
documents and instruments as may be necessary or desirable to implement and carry
out the transfer of the Property.
