Hello,
I'm writing to you to voice my concern about the pos s ible build out a t the fes tiva l center.
I've been a n a na heim hill res ident as of 2014 and wa s here when the canyon 2 fire ha ppened. I am very conc erned about the traffic
s ituation in cas e of a fire. I had to rus h home to get my dog las t time a nd it took me 3 hours to g et to the top of the hill. Unfortuna tely I
work 30 minutes from home s o I ca n't jus t rus h home rig ht awa y in ca s e of a fire.
Since then I've come to s ome city council meeting s and I know any time there's talk of a development the c i ty counc i l talks about how
know your wa y is ma g ically g oing to s olve all traffic problems in cas e of a fire. Let me tell you that ha ving been s o tra uma tized from the
las t fire I've looked it that ma p ma ny times but I s till couldn't tell you which way I'm s uppos ed to g o. And s i nce tha t fi re a lot of the
hous es have s witched owners who a re not a ware of the tra ffic s ituation in cas e of a fire nor the know your way pl a n. T hi s plan is n't
tes ted a nd it's foolis h to believe it will work. That's abs olutely g a mbling with our lives . I ca n g uara ntee tha t every pa rent will be
rus hing to the area to get their kids or pets . Mos t people don't have a village to help them thes e da ys . I di dn't have kids ba ck i n the
ca nyon 2 fire time. But now I have to little ones in a ddition to my dog and you bet if there's a g ridloc k like l a s t time I'm abandoning my
ca r and running up the hill on foot. People are g oing to act "irrationa l" a nd ris ky in cas e of a fire. Y ou really can't expec t everyone to
follow know your wa y like g ood Little emotionles s robots .
I know tha t s tudies that tra ffic s tudies that ma y be done may claim tha t the tra ffic will dec rea s e i f the center is rezoned (s omehow the
s tudies a lways come out in fa vor of the developers ). But people won't be rus hing to a s hopping c enter i n cas e of a fi re and they wi l l
abs olutely be rus hing home. This will a bs olutely make tra ffic wors e for thos e of us that ha ve to make i t to the top of the hi l l (I live on
Serra no x Nohl ra nch roa d).
I urg e you to come and s ee the traffic a nywhere on Sa nta Ana canyon a round 4-7 PM. C a n you g ua rantee the fi re won't happen duri ng
rus h hour? We don't even go grocery s hopping during tha t time becaus e it ta kes a t leas t tri pl e the ti me to g et to plac es . Havi ng to
eva cuate during a rus h hour is alrea dy a death s entence... add more tra ffic to the area a nd it can be a death s entence any time of da y.
Pleas e care a bout our lives . I know mos t of you don't live here. Pleas e don't put my children's lives on the l i ne. As a mother, I beg you.

Developer have a dditional cha nces . We des erve the s ame opportunity to defend our c ommuni ty.
2. If pos s ible, focus on the Evacua tion traffic rather tha n da ily traffic.

ii. Poorly communicated
iii. Unrea lis tic to keep people from going home to s ave family.
iv. No plan to evacua te Elderly, Dis a bled, or C hildren
v. R elies on people being ra tional during a n emergency
vi. Effectivenes s ha s n’t been s tudied
vii. Unclea r eva cuation timeline goals
b. C ha ng ing from C ommercial to Res idential zoning adds more ca rs to the eva cuati on tra ffi c – Few people g o
s hopping when fire danger is high, but everyone goes home when the fi re s tarts .
c. If they a llow Fes tival, there’s a hig her likelihood that others will pa s s , s uch as D eer C a nyon or Future Projects
