To Whom It May Concern, I would like to address a discrepancy in how utility service accounts are established. Currently, companies can use a
tax ID to start services without an upfront deposit, even if that ID has no prior history with the city. In contrast, individual citizens using
government-issued tax IDs to build credit are unable to use those IDs to open accounts. Despite having a verifiable credit history that can be run
on a report, these individuals are treated as if they have no credit and are required to pay a deposit upfront. It appears that citizens who are
immigrants paying taxes are being treated differently because they use a tax ID rather than a Social Security number. I believe all taxpayers should
be held to the same standards and provided the same opportunities to establish services without unnecessary financial barriers.
