I s trong ly oppos e the propos ed Fes tival C enter redevelopment. This project is being a dvanced des pite s erious , unres olved public s a fety, eva cuation, a nd c ommuni ty i mpa ct i s s ues . It i s not res pons ible pla nning . It is overdevelopment in a Very High Fire Hazard Severity Zone, a nd i t puts exi s ti ng res i dents a t ri s k. Eva cuation remains the mos t urg ent concern. R es idents have a lready experienced eva cuation times of up to three hours during fire events . The C i ty ha s not clearl y c ommuni cated how ea ch eva cuation zone will be notified or ma na g ed in a n emergency. Adding a dens e, four-s tory apartment complex with a five- s tory parking s tructure will only increas e conges tion and delay evacua tion further. There ha s been no deta iled pla n pres ented for: • How res idents in a multi-level hous ing complex a nd pa rking s tructure will s a fely evacua te during a fa s t-movi ng fire • How emerg ency res ponders will a cces s the area while hundreds of a dditional vehicles a ttempt to leave • How tra ffic flow will realis tica lly be managed when ing res s and egres s a re alrea dy limi ted Public s afety mus t come firs t. Increas ing dens ity without a proven evacua tion s olution i s reckl es s . B eyond s a fety, this project rais es s erious community concerns . O nly 10 percent of the units a re propos ed for modera te-income R HNA requirements . The remaining 90 percent a re above-modera te, market-ra te units priced between approximately $3,000 and $5,500 per month. Thes e units a re not requi red to s ati s fy R HNA oblig ations . This is not a bout meeting hous ing mandates . It is about ma ximizing profit. Even more troubling , the developer is reques ting a varia nce to reduce unit s ize while cha rg i ng ma rket-rate rents . That di rec tly i mpa cts the qua lity of life of future tenants . Sma ller units at premium prices , in a hig h fire ris k a rea , wi th inadequate evac ua tion planning , is not thoug htful community development. It is profit over people. Parking is a nother unres olved is s ue. The project does not provide s ufficient parking, and there i s no rea l i s ti c enforc ement mec ha ni s m to prevent overflow into s urrounding commercia l a nd res idential area s . Local bus ines s es s uc h a s Wood R a nch alrea dy rel y on acces s ible parking . This project ris ks harming the very bus ines s es that s erve our communi ty. Additionally, the des ig n effectively cuts off convenient a cces s to Fes tival C enter from the s enior community ac ros s the s treet. T ha t impact alone des erves s erious recons idera tion. Ana heim Hills is not oppos ed to thoug htful g rowth. We are oppos ed to uns afe, overbuilt, profi t-driven projec ts that i g nore infras tructure rea lities a nd pla ce res idents at ris k. I res pectfully urg e you to deny or dela y approval of the Fes tival C enter project until eva cua ti on pl a nni ng , tra ffi c fl ow, parking , and community impa ct concerns a re fully and trans pa rently addres s ed.
