Dear C ouncil Member,
I am writing to you a s a res ident of Ana heim Hills to a s k you to plea s e vote "No" on the propos ed apartments at the Ana hei m Hi l l s
Fes tival C enter. My hus band and I have lived here s ince 1987 a nd ha ve wa tched the city expl ode with a ddi tional hous i ng . T here have
been a multitude of dis as ters in the C anyon here and our s urrounding area s and neighborhoods . T here have been ma ny dis a s ters but
s ince the C anyon Fire 1 – s eeing the popula tion be eva cuated to the Fes tiva l Shopping C enter to a wait their fate, a nd watch our
neig hborhood a nd pa rks burn to the g round on s treets pa cked a ttempting to evacua te ha s ma de an indelible impres s i on to us . T hen
ag ain a yea r later, the roads a t a s tands till all through Ana heim Hills egres s points when our fa mi l y s urvi ved the C anyon Fire 2 i n 2017.
I will never forg et the feeling of being s tuck in my ca r, wa tching the s moke get clos er, a nd l i tera l l y not moving for two hours , only to be
turned around a nd una ble to get home to my teenaged s on a t home at the time. It wa s n't jus t "traffic "—i t wa s a total s tands till. Thos e
of us in the s ame predicament s at there a fter wa ve after wave of fla mes ca me down the hills towa rds us . The thoug ht of a ddi ng
hundreds of new apartments and about 1000+ more people to that exact s a me es ca pe route is terrifying to thos e of us who have
actually been in that s itua tion. The reports for this project s ay that a dding thes e cars will "only" a dd a bout 7 minutes to the eva cuati on
time. But when you're alrea dy s tuck for three hours and the fire is moving towa rd you, 7 minutes is a l i feti me. We don't have extra
roa ds or "s ecret" ways out of the Hills ; we a ll end up on the s a me few la nes . Adding more peopl e to a neig hborhood that i s alrea dy a
bottleneck during a fire jus t feels like a tragedy waiting to happen. Pleas e pa y s pecial a ttention to the area s tha t didn’t ha ve es cape
routes in C alifornia: Palis a des , Alta Dena and Ma libu a s well a s Silvera do Canyon, South O ra ng e C ounty a nd ma ny others . O ur
infras tructure is what needs attention, the roa ds and s ervices that we have continued to pa y ta xes for that ha ve been diverted to other
is s ues throug hout the entire C ity of Anaheim and not the s taffing or res ources for thos e of us res i di ng i n Anaheim Hills .
R outinely during weekly tra ffic peak times , Serrano and Sa nta Ana Canyon ha ve become the routes to a l l trying to a void the 91 freeway
and merg e into Weir C anyon. Thes e s treets ha ve not been upda ted nor were ever built to s upport the c urrent traffic volume, let a l one
an additiona l 447 units of fa milies trying to get home every evening . We ha ve pers ona l l y been s tuc k in thi s traffic g oi ng home on a
reg ula r bas is , let a lone ha ving to worry a bout trying to s urvive a natural dis a s ter. Thos e of you who contempl a ting building anything
new in this a rea, I invite you to come here between the commuting hours of 4-7 pm on a Frida y evening (whic h i s the wors t) but i n
rea lity it’s every nig ht a nd time the commute to the 91 Freeway from Santa Ana C a nyon, Nohl R anc h R oads a nd Serrano and then s ay
tha t 7 minutes is a ll the time it will take to get home.
If the city needs additiona l hous ing, it s houldn't be built in a place where people a re al rea dy s trug g ling to g et out of thei r homes during
a dis a s ter, or to pick up their fa mily member to make a n a ppointment or go to the s tore. This development will further the routi ne
impacts of daily commuting . Plea s e don't ma ke an exis ting da ng er even wors e , our fami l y a nd neig hbors are a s ki ng you to priori tize
the lives a nd s afety of the people who alrea dy live here and pay s ubs tantia l taxes here.
Sincerely,
Michelle Clark
