Dear Council Members, I am writing as a concerned resident regarding the proposed housing development at the Festival Center. I appreciate the city’s efforts to address housing needs; however, I have serious concerns about the impact this particular project may have on public safety, infrastructure, and quality of life in our community. First, our area already faces significant fire risk. With limited ingress and egress routes, particularly during peak traffic hours, adding a high-density housing development could severely hinder emergency response times and evacuation efforts in the event of a wildfire or other emergency. Given recent fire seasons and the ongoing risks in our region, this is not a hypothetical concern—it is a real safety issue that deserves careful evaluation. Second, traffic congestion in this area is already substantial. Morning and afternoon commutes—especially around school start and dismissal times —create bottlenecks that are frustrating and, at times, dangerous. Adding a large number of additional residents will inevitably increase vehicle traffic, further extending commute times and creating more hazardous conditions for children walking or biking to school. Finally, I ask that the Council carefully review whether the current infrastructure—roads, parking, emergency services, and school capacity—can realistically support this development without negatively affecting existing residents. Growth should be planned responsibly, with safety and sustainability as top priorities. I respectfully request that you reconsider the location, scale, or scope of this project and ensure that a thorough impact assessment is conducted with meaningful community input before moving forward. Thank you for your time and service to our city. I appreciate your attention to these concerns and look forward to your response. Sincerely, Steve Pena
