Dear Council Members, I would like to take this opportunity to express my opposition to the proposed apartments at the Anaheim Hills Festi val Center. Here is a list of my reasons: 1. As a resident of Anaheim for 25+ years (Canyon Vista & Rosebud Ct.) I have experi enced numerous fires in our area and dealt with the chaos associated with the evacuation. Based on my location, the quickest way to exi t my tract i s to travel down Canyon Vista to Weir Canyon, which is what we have done in the past. Dri ving down Larkwood to Santa Ana Canyon is not a good option as it puts us closer the hills and in more danger. The last ti me our plan was to travel to a relatives house in South Orange County. Unfortunately, the streets were at a stand still in vi rtually every direction. After 90+ minutes we gave up and pulled into the Target Parking lot, which is where we spent the night. We obviously only have a few options to evacuate our home and adding more cars to an already overcrowded area is not safe for the current residents. 2. It appears that the city has developed a plan that will add only 7 minutes to our evacuati on in case of emergency. I fi nd this difficult if not impossible to believe for the following reasons: a. If the number of lanes on our streets are not going to increase, how can 1,000 addi ti onal cars add only 7 minutes to our evacuation time? Justifying this by saying the movie theater had approxi mately this many cars at a given time is not a valid point. Were any studies done to determine how many patrons of the movi e theater li ved in the i mmedi ate area? What about the fact that the theater didn’t wasn’t open 24 hours a day? If you were under a fire watch, would you go to the movies…I highly doubt it. Unless you have data to suggest otherwi se, you are approvi ng addi ng 1,000 additional cars to an already overcrowded area. b. Based on past experiences in dealing with the city and traffic issues, I doubt any evacuation plan wi ll work (the “Evacuation Route” signs on Weir Canyon must be a joke). The enforcement of traffic laws i n our area i s virtually nonexistent on a regular basis. At any given time, people run red lights and block intersecti ons at Wei r Canyon/Serrano, Weir Canyon/Santa Ana Canyon and Roosevelt/Santa Ana Cayon to name just a few examples. This is my typical route home from work and I have NEVER seen someone cited for these vi olations. As a matter of fact, I often see two police cars parked by the movie theater talking at approxi mately 5:30pm on weekdays. How does this make sense? Why are two officers taking a break at the same time during the worst traffi c of the day? And you want to add 1,000 more cars to our area? 3. What is going to be done to address the traffic issues on a daily basis if this project i s approved? Anytime the 91 eastbound around our area has an issue, people use our neighborhood as a way to avoi d the traffi c. It’s not uncommon for traffic to back up Weir Canyon all the way to Canyon Vista. When traffic is really bad and backs up onto Serrano is when the issues really start. People find it acceptable to proceed up Weir Canyon and cut through the resi denti al area. This often includes people driving 40+ mph and running stop signs. Again, this is an ongoi ng issue that never seems to be addressed by APD no matter how many times we have complained. I could go on and on about the various traffic issues in our area but I feel that it will fall on deaf ears. I don’t understand how the City Council, who should be representing the best interests of the current residents, can support this new complex. Between the evacuation issues and the poor traffic conditions, this project is just not in the best i nterest of the communi ty. I will take this one step further, if this is approved, I believe that every person on the Council should be thoroughly investigated regarding taking kickbacks. This project just doesn’t make sense for the current residents in our area. Sincerely, Glen Quartucy
