Arthur and Victoria Dominguez 851 South Sapphire Lane Anaheim, CA 92807 March 2, 2026 Anaheim Planning Commission and the Anaheim City Council Anaheim City Hall 200 South Anaheim Boulevard Anaheim, CA 92805 To the Anaheim Planning Commission and the Anaheim City Council: We are Arthur and Victoria Dominguez, residents of the Horizon HOA community in Anaheim Hills. We have lived here since June 2022. Our recent move to Anaheim Hills from Rowland Heights allowed us to experience a more serene and open landscape, and a wonderful way of life. The Festival Development is a definite threat to our community because it is in a very high fire hazard severity zone. Therefore, we are vehemently opposed to the Festival Development Project. We have thoroughly reviewed the project documents. The reasons we are opposed to this development are as follows: 1. Dangerous Traffic Levels and Evacuation Process A three-hour evacuation time is unacceptable to all residents of Anaheim Hills. As detailed by the attorney opposing this project, “the Project’s Environmental Impact Report (“EIR”) is fatally flawed in that its analysis of evacuation hazards rests on a misinterpretation of the City’s Know Your Way plans. Indeed, the EIR assumes that all traffic to the west of the Project would evacuate westbound, including the nearly 500-unit Hills Preserve project, without interfering with the Project’s evacuation on already constrained roadways. Yet, the City’s plans provide the exact opposite: that this traffic would evacuate eastbound towards the Festival Center.” The Hills Preserve project and Festival Center Project are less than 800 feet apart at their closest points, and is assumed to have no measurable impact (0 minutes) on the cumulative evacuation times presented. This is an impossibility. 2. Emergency Access Due to the extremely limited egress options during an emergency, this new development will be placing our community at great risk. Historically, there have been at least three times in the past 30 years that evacuation out of Anaheim Hills has been necessary. Safely exiting Anaheim Hills during an emergency already takes a dangerous and difficult three hours, this development will add seven more minutes to this time. This is a truly unacceptable risk for the community. Approval of this project will only provide profits for the City of Anaheim, a city which already collects immense profits from the Disneyland and California Adventure properties. The risk of lives lost is much greater than the profits to be earned by the Festival Development Group.
