Dear Mayor and Members of the Anaheim C ity Council,
I am writing a s a 34-year res ident of Anaheim Hills to urg e you to recons ider your s upport for the Fes ti val C enter projec t.
This development is a bad idea, in a bad loca tion, under ba d circums tances .
You are cons idering placing a dens e four-s tory a pa rtment complex and five-s tory pa rking s tructure in an area that i s alrea dy known to
have s erious eva cuation cons tra ints , limited ingres s a nd eg res s , and wildfire ris k. R es idents i n Anaheim Hills ha ve alrea dy endured
hours -long evacua tions . Tha t is not s peculation. Tha t is lived experience. Yet this projec t c ontinues to move forward a s if thos e fac ts
are s econda ry.
They a re not s econda ry. They are the is s ue.
This C ouncil a lready a cknowledged the da ng er of a dding dens ity on thes e s a me roads when the Hills Pres erve projec t wa s denied on
wildfire a nd evacua tion grounds . The C ity’s own prior finding wa s tha t increas ed dens ity a nd vehic ul a r trips i n this a rea woul d i ncrea s e
eva cuation time and exa cerba te ris k to public hea lth and s a fety. Thos e words matter. If they were true then, they are true now. You
ca nnot hones tly s ay thos e s ame roa ds were too da ng erous for one project but s omehow a c cepta bl e for a nother.
So what exactly ha s cha ng ed?
Not the eva cuation routes .
Not the wildfire da ng er.
Not the traffic.
Not the limited a cces s .
Not the lived reality of the res idents who will be trapped in tha t cong es tion when the next fi re c omes .
What ha s cha ng ed is tha t this project is now being pus hed forwa rd anyway.
That is why s o ma ny of us believe this project is being driven by development pres s ure a nd profi t, not by s ound pl a nni ng a nd certainly
not by public s afety.
The community is being as ked to a bs orb the ris k while the developer reaps the reward.
And for what? A project where only 10 percent of the units addres s moderate-income R HNA needs , while the overwhelming majori ty
are ma rket-rate a pa rtments renting for roughly $3,000 to $5,500 a month. This is not a mea ni ng ful public benefit. It is overdevelopment
dres s ed up a s neces s ity.
The project a ls o fa ils the s urrounding community in practica l ways . Parking is ina dequa te. O verfl ow parking wi l l s pill into s urrounding
area s and burden local bus ines s es . Acces s for s eniors acros s the s treet is made wors e, not better. And the C i ty s ti l l ha s not completed
its own wildfire eva cuation s tudy. Supporting this project before tha t s tudy is complete i s not res pons ible. It i s reckl es s .
As elected officia ls , you ha ve a duty to protect the people who a lready live here. Tha t duty i s more i mporta nt tha n a cc ommoda ting a
developer. More important than checking a pla nning box. More important than the dolla rs a ttac hed to it. T hes e are the lives of D i s tric t
6 res idents .
If you continue to s upport this project des pite flawed evacua tion as s umptions , unres olved s a fety c oncerns , and overwhel mi ng
community oppos ition, then you a re choos ing to ig nore the very ris ks you ha ve alrea dy a cknowledg ed on thi s s a me corridor.
I am as king you to do the right thing.
R econs ider your s upport. Withdra w it. Dela y or deny this project until the evacua tion ana l ys i s is correc ted, the wildfi re eva cuati on
s tudy is complete, and the public ca n be a s s ured tha t s a fety is being trea ted as a requi rement, not an afterthoug ht.
Ana heim Hills res idents s hould not have to pay for this project with our s afety, our bus ines s es , our mobility, our pea ce of mi nd a nd the
lives of our fa milies .
