To the Mayor and Members of the Anaheim C ity Council,
The recently approved apartment development a t the Anaheim Hills Fes tiva l Center, pa s s ed by a narrow 4-3 vote, has l eft ma ny of us
alarmed a nd dis heartened. While growth a nd hous ing acces s are worthy of civic purs uits , they mus t never c ome a t the expens e of
public s afety, infra s tructure integrity, a nd the well-being of the res idents who a lready c a l l this a rea home.
This project is projected to introduce at a minimum 700-900 additiona l vehicles onto our a l rea dy burdened roa dways . Thos e who
travers e thes e s treets daily unders tand all too well tha t they are not des ig ned to abs orb s uc h a n i nflux. Morni ng commutes are
s tra ined, s chool drop-offs are conges ted, and routine travel ha s become a n exercis e in pa ti ence ra ther than effic i ency. T o i mpos e s uch
a dra ma tic increa s e in traffic without meaningful infra s tructure expans ion is not progres s , it's NEGL IGE NC E.
Mos t troubling , however, is the gra ve matter of emerg ency evacua tion. During the las t wildfi re eva cuati on, res i dents endured wa i ts of
up to four ha rrowing hours to reach s afety. Four hours in conditions where every minute ca n mean the di fferenc e between s ec urity and
ca tas trophe. The a ddition of hundreds more vehicles would trans form a n a lready perilous s i tuati on i nto one of una cc eptable ri s k. No
hous ing initiate s hould compromis e a community's a bility to es cape danger s wiftly and s a fety. E s pec i a l l y when i t c a n be a voided.
Infras tructure mus t precede expa ns ion, not s cramble to catch it.
The pres ent road ca pa city, traffic flow s ys tems , and emerg ency eg res s routes a re s imply not equipped to s upport devel opment of this
mag nitude. Res pons ible governance dema nds fores ig ht, prudence, and a commitment to s a feg ua rding c ons ti tuents above a l l el s e.
I therefore implore the C ouncil to recons ider, ha lt, or s ubs tantia lly revis e this project until c omprehens i ve traffic mi tig ati on,
infras tructure expa ns ion, and emerg ency evacua tion s a feguards are demons trably in pla c e. T he a pproved 'Wi l dfire E vac ua tion Study'
s eems dra fted to s a tis fy pa perwork rather tha n to ens ure the timely pres erva tion of huma n life. Not to mention it remains unreleas ed.
We are not oppos ed to thoug htful development. We a re oppos ed to preventa ble ha rm, fores eeable g ri dl ock, a nd decis i ons tha t
endang er families for the s a ke of expediency.
It would als o be prudent to recognize tha t Ana heim Hills is home to an exceptiona lly eng a g es and c i vic a l l y attenti ve populati on.
R es idents here follow municipal decis ions with care, pa rticipate cons is tently in local el ecti ons and mainta i n a l ong i ns ti tuti ona l
memory reg a rding the a ctions of their elected repres enta tives . C ommunities s uch a s ours tend to expres s their pers pecti ves not wi th
s pecta cle, but with quiet res olve a nd mea ning ful participa tion when ba llots a re ca s t. I trus t the C ounc i l a pprec i a tes the s i g ni fic a nce of
