A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SELECTING THE BOUNDARIES OF THE
ALPHA REDE~ELOPMENT PROJECT WITHIN THE
REDEVELOP~NT SURVEY AREA AND APPROVING A
PRELIMINAR.~ PLAN FOR THE REDEVELOPMENT OF
THE PROJECT AREA.
WHEREAS, Section 33322 of the California Community
Redevelopment Law provides that the City Planning Commission may
select one or more project areas comprised of all or part of
a redevelopment survey area on its own motion, and shall formulate
a preliminary plan for the redevelopment of each selected project
area; and
WHEREAS, the City Council, by its Resolution No. 72R-230,
on June 6, 1972, designated the entire City of Anaheim as a
Redevelopment Survey Area; and
WHEREAS, by Resolution No. PC72-255, the City Planning
Commission on October 18, 1972, recommended to the City Council
that a specific area within the Redevelopment Survey Area be
selected as Project Alpha; and further recommended that the
Preliminary Plan for Project Alpha be adopted.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that it hereby selects and designates as
the Alpha Redevelopment Project, that area within the Redevelop-
ment Survey Area described in the "Description of Boundaries"
shown in Exhibit "A" on file in the Office of the City Clerk.
BE IT FURTHER RESOLVED that the City Council of the
City of Anaheim hereby approves the "Preliminary Plan II fomu-
lated by the City Planning Commission and the Cemmunity Redevelop-
ment Commission for the redevelopment of the described project
area, which Preliminary Plan is attached hereto as Exhibit "A"
on file in the Offi~e of the City Clerk.
BE IT FURTHER RESOLVED that the City Manager of the
City of Anaheim is hereby authorized and directed to submit
the Preliminary Plan to the Community Redevelopment Commission
of the City of Anaheim for the preparation of an official
redevelopment plan for the proposed project.
THE FOREGOING RESOLUTION is approved and signed by me

DESCRIPTION OF PROJECT AREA

Project Area "Alpha" is situated in the City of Anahe'im, County of
Orange, as shown on the map attached hereto as Exhibit No. 1 (which
is incorporated herein by reference) and the boundaries are generally
described as follows:
All of those properties within the following described,portions:
All of that area bounded generally by Cypress Street, Harbor Boulevard,
Broadway and East Street.
A strip of land extending from East Street to Rio Vista Street, approxi-
mately 400 feet wide, with the centerline coincident to the centerline
of Lincoln Avenue.
The proposed Orange Freeway (Route 57) right-or-way from Lincoln Avenue
to the Riverside Freeway.
All of that land within the City of Anaheim bounded by the following
described streets:
The Orange Freeway on the west, Orangethorpe Avenue on the north,
proposed Weir Canyon Road on the east, and the Santa Ana.River
and the Riverside Freeway on the south.
All of that land within the City of Anaheim within the area bounded by
the Imperial Highway, the Santa Ana River, and the Santa Ana Canyon
Road.
All of that property bounded generally by Manti Drive, the Riverside
Freeway, the terminii of Alderdale and Lani Drive, and the Santa
Ana River.

and private sector-s as well as owner participation, the goals of revitaliza-
tion will be achieved. Public investment in the area will be encouraged
Which will be applied toward the improvements of the area's streets,
public ut!lities, recreational areas and other community facilities..
Various methods of financing will be considered and the acceptable methods
will be used to fund these improvements.
The City of Anaheim Redevelopment Agency and Community Redevelopment
Commission will guide and give assistance to owner participation to aid
in the consol idation of parcels through various methods as deemed appro-
priate. The Community Redevelopment Commission and Redevelopment Agency
wi 11 explore various funding techniques and land use proposals to en-
courage the revitalization of,the Alpha Project into a viable residential,
commercial, and industrial area. Participation by the residents and
property owner s wi th i n the project area is an important goal in the -
development of the project.
CONFORMANCE TO THE GENERAL PLAN OF THE C I TV OF ANAHE I M
The proposed redevelopment conforms to the General Plan of the City of
Anaheim as presently adopted and as may be amended from time to time.

III. GENERAL STATE"-'I.:.rJT OF PROPOSED LAND USES FOR PRGucGT AREA "ALPHA"
As ~ basis for redevelopment of Project Area "Alpha", it is proposed
that, in generall the land uses therein be as depicted on the City of
Anaheim General Plan as it relates to those properties within Project
Area Alpha. The Anaheim General Plan generally provides for a balanced
mixture of a variety of residential types and densities, retail and
office areas, and industrial, recreational and community facilities.
IV.
GENERAL STATEMENT OF PROPOSED LAYOUT OF PRINCIPAL STREETS

In order to improve traffic circulation within the Project Area, it
is proposed to develop a traffic circulation plan for principal streets,
the proposed layout of which is to conform to the Circulation Element of
the General Plan - Arterial Streets and Highways, as may be amended from
time to time.
V.
GENERAL ST A TENlENT OF PROPOSED BU I LD I NG I NTENS I TIES

As a basis for the redevelopment of Project Are~ Alpha, it is proposed
that, in general, the building intensities within said area be so
limited and controlled so as to provide adequate open spaces. To ac-
complish that goal, limits may be placed on (1) the percentage of
ground area covered by buildings (lot coverage), (2) the ratio of total
floor area of a building to the area of the building sites (floor area
ratio), (3) the si ze and locat ion of the bui lding area on the building'
on the bui Iding si te and (4) the heights of bui ldings. The coverage,
size, and location of the buildable area shall be limited to provide
adequate open spaces.
VI.
GENERAL STATEMENT OF PROPOSED PROJECT AREA BUILDING STAN~RDS
The Project Alpha Area use zones are as follows: R-H-10,OOO, R-A,
R-E, R-O, R-1, RS 5bOO, R-2, R-J, P-1, CR, c..o, CH, C-1, C-2,C-3, M-l,
M-2, (0)" SC, P-L, and such other zones that may hereafter be enacted.
The aforementioned zones contain applicable building standards.
VII. ATTAINMENT OF THE PURPOSES OF THE CALIFOR'JIA REDEVELOPMENf LAW AND
PROJECT AREA REVITALIZATION
The project area contains mixed land uses, some inadequate lot sizes,
land subject to flooding, aged structures, minimal-propady mainten-
ance, insufficient public utilities for future d~~LopmenL needs, in-
adel:iuate traffic and pedestrian circulation, -aef-ideQ!..st.reets and
related improvements for ultimate City needs, impaired economic
productivity, and declining relative property values in some portions
of the project area.
The purposes of the California Community Redevelopment Law would be
attained through the revitalization of the properties within Project
Area Alpha and the elimination of the conditions therein described
above. Through the cooperative and coordinated efforts of the publ ic
