RESOLUTION NO. 73R- 373
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING RATES, RULES AND REGULA-
TIoNs FOR THE SALE AND DISTRIBUTION OF ELECTRIC
ENERGY AS ADOPTED BY RESOLUTION NO. 7lR-478 AND
AMENDED BY RESOLUTION NO. 73R-2S.
WHEREAS, the City of Anaheim does distribute electric
energy to certain customers who live in Anaheim; and
WHEREAS, all electric energy distributed by the City
of Anaheim is purchased from the Southern California Edison
Company; and
WHEREAS, the Southern California Edison Company, on
the eighth day of May, 1973, filed an application with the Federal
Power Commission to increase its wholesale electric rate to cities
such as Anaheim; and
WHEREAS, the City of Anaheim, on the nineteenth day of
June, 1973, filed a motion with the Federal Power Commission to
reject the Edison Company's application to increase its wholesale
electric rate; and
WHEREAS, the Federal Power Act provides that such rate
increase shall go into effect, subject to suspension by the
Federal Power Commission; and
WHEREAS, the Federal Power Commission suspended the
rate increase until September 7, 1973; and
WHEREAS, the wholesale electric rate increase will be
effective on the above-mentioned date, Subject to refund after
hearing; and
WHEREAS, an additional appropriation is required for
purchased power in the electric utility budget as a result of
the wholesale electric rate increase; and
WHEREAS, the City Council has determined that Anaheim's
electric rates shall be increased to provide funds for the addi-
tional appropriation.
NOW I THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that the rates, rules and regulations adopted
by Resolution No. 7lR-478 and amended by Resolution No. 73R-25
are h~reby amended as follows, to wit:

SPECIAL CONDITIONS
A. Service voltage to a single family accommodation will be
120 volts or 120-240 volts single phase.
B. Rate Selection:
1. Rate B is applicable only where the consumer has an
electric range and an electric water heater, both
permanently installed and used both exclusively for
all cooking and water heating on premises.
a. \'7ater heater shall be provided with an efficiently
insulated storage tank and shall be equipped with
two heating units each separately controlled by
an individual thermostat. The thermostat control
circuit shall be interconnected to cause one heat-
ing unit to cut off when the other heating unit
is on.
b. Rate B is closed to new customers as of November 14
1971, and will expire on January 1, 1977.
2. Rate C is applicable only when all space heating is
done electrically (resistance or heat pump).
Rate C is closed to new customers as of January
1, 1974.
C. Multifamily accoIT~odations:
\Vhere all of the single family accommodations in an apartment
house, court group, or similar multifamily accownodations
are on a single meter, tl1e customer shall have the following
options:
1. "To be billed on General Service Schedule GS-l or G8-2 or
2. To be billed on the applicable "A", "B", or llC" rate of
this schedule adjusted as follows:
Customer Charge: No adjustment.
Energy Charge (to be added to Customer Charge) :
The kilowatt-hours for all blocks shall be
multiplied by the number of single family
acconunodations on the meter.

B. Billing De."1land:
The billing demand in any month shall be the average kilowatt
input indicated or recorded by instruments to be supplied,
owned, and rr~intained by the City and at the City's expense
upon the consumer's pre."1lises adjacent to the watt-hour meter,
in the 15 rrinute interval in which the consumption of elec-
tric energy is greater than in any other 15 minute interval
in the month, but not less than either (1) 50% of the con-
tracted for or connected load, or (2) 50% of the highest
billing demand in the preceding eleven months, whichever is
the greater. However, in no case shall the billing demand
be less than 100 KVl. Billing demand shall be determined to
the nearest 1/10 ill~. Wnenever the measured maximlli~ demand
has exceeded 400 mi for three consecutive months and
thereafter until it has fallen below 300 KW for 12 consecu-
tive rnontllsr a 30 minute interval will be used. Wnere the
demand is intermittent or subjected to violent fluctuations,
the maximum demand may be based on a shorter interval.

SPECIAL CONDITIONS

Connected load is the sum of the rated capacities of all
the consumer's equipment that it is possible to connect to
the City's lines at the same time, determined to the nearest
1/10 HP. 746 watts equivalent to 1 HP.
c.
Whenever, upon test, equipment under normal operating condi-
tion is found to be delivering more than 125 per cent of its
capacity as indicated by its nameplate rating, the City may
disregard the nameplate rating and base its charges upon the
output as calculated from test. Equipment which is billed
on a basis in excess of its nameplate rating in accordance
with this special condition shall be tested upon notification
by the consUnler of a permanent change in oper~ting conditions.

C. The measured maximum demand in any month shall be the maximum
kilowatt input indicated or recorded by instruments to be
supplied by ~~e City, in the 15 minute interval in which the
cons~~ption of electric energy is greater than in any other

The annual mininmm charge shall be the service charge, but
in no case Hill the total annual service charge be less than
$19.00 for single phase service nor less than $28.50 for
elree phase service.
SPECIlu, CONDITIONS
A. The rate applies to service rendered at 240 or 480 volts at
the option of ele consumer. 746 watts shall be equivalent
to 1 HP.
B. The agricul-tural year upon which this rate is based shall
consist of t\'lelve consecutive months, the start of the first
month being the first regular meter reading taken during
the month of Hay and the end of the last month being the
last. regular met:er ~'eading taken during t..'1e mon-ell of April
of the succeeding year.
C.
The.service charge is payable in six monthly installments
durinq the L,onths of I1ay to October inclusive. Conslli-ners,
",hose - non.al use of energy does not occur \Vi thin b"le period
Hay through October, may elect, if satisfactory to the City
of Anaheim, another six months within which to pay ele service
charge, provided such period shall not begin later than the
month of October. The energy charge is payable monthly as
energy is used.

BE IT FURTHER RESOLVED that the Rates, Rules and
Regulations adopted by this resolution, except Schedule No.
PA--Power Agricultural (Rate 24) shall go into effect
September 7, 1973, simultaneously with the conditional whole-
sale rate increase granted by the Federal Power Commission on
Docket No. E-8l76 to the Edison Company.
BE IT FURTHER RESOLVED that Schedule No. PA as
adopted by this resolution, shall go into effect on all bills
rendered to consumers reflecting consumption for any complete
billing period commencing on or after September 7, 1973.
THE FOREGOING RESOLUTION is approved and signed by me
