AGENDA ACTION TAKEN
1) CALL TO ORDER: The Community Services Board meeting was called to order at 5:34 p.m. by Chair
Kleine.
2) PLEDGE OF ALLEGIANCE: Chair Kleine led the Board in reciting the Pledge of Allegiance.
3) UNSCHEDULED PUBLIC COMMUNICATION: None.
4) SCHEDULED COMMUNICATION: HS/NS Manager Joe Perez provided the board with a brief
introduction on the FY2026/2027 CDBG Funding Cycle. He noted that staff from Housing and
Community Development were preparing the annual performance report and would share it at a future
meeting.
5) APPROVAL OF THE MINUTES: Chair Kleine presented the October 9, 2025, meeting minutes for
Board Members to review and make any necessary corrections. Board member Barnett moved to
approve the minutes, with Vice Chair Douglas seconding. The minutes were unanimously approved.
Chair Kleine formally accepted the minutes.
6) NEW BUSINESS:
a) FY26/27 CDBG Funding Cycle
a. Non -Profit Agency Presentations: The following agencies provided in -person presentations
for the Board's funding consideration.
• YMCA (Three Program Proposals — Youth Sports, Youth Swim & Youth and
Government)
• YWCA of Orange County
• Pathways of Hope
• Waymakers
• Meals on Wheels OC (Two Proposals — Hot Meal & Home Delivery Meal Programs)
• MOM's OC
• Harm Reduction Circle — Scheduled and confirmed but did not attend; no call — no
communication provided.
7) INFORMATIONAL ITEMS: HS/NS Manager Joe Perez shared information on the upcoming Youth in
Government Day program hosted by the Community Services Department taking place on February 18,
2026.
8) ADJOURNMENT: Chair Kleine adjourned the meeting at 7:29 p.m. and reported the next meeting is
scheduled for February 19, 2026, at 5:30 p.m.
