A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ADOPTING A LETTER OF UNDERSTANDING
ESTABLISHING TERMS AND CONDITIONS OF A PEER
SUPPORT CANINE PROGRAM FOR EMPLOYEES
REPRESENTED BY THE ANAHEIM FIREFIGHTERS
ASSOCIATION, LOCAL NO. 2899
WHEREAS, Chapter 1.06 of the Anaheim Municipal Code establishes the employer -
employee relations system for the City; and
WHEREAS, Chapter 1.06, Section 1.06.100 requires that agreements between the City
and labor groups be presented to the City Council for determination and approval; and
WHEREAS, on October 28, 2025, the City Council passed Resolution No. 2025-092
adopting a Memorandum of Understanding between the City of Anaheim and the Anaheim
Firefighters Association, Local No. 2899 ("AFA"), establishing a collective bargaining/labor
relations agreement between the parties for the period June 20, 2025 through June 19, 2027
("MOU"); and
WHEREAS, the parties recently agreed to establish a Peer Support Canine Program and
to provide for a Peer Support Canine Handler who will receive additional compensation of two
and one-half percent (2%2%) of base pay of the Firefighter I, Step 10, classification, as well as a
stipend to provide food, equipment and care for the canine, which agreement is memorialized in
a Letter of Understanding which will supplement the terms of the MOU; and
WHEREAS, the City Council finds that adoption and implementation of the Letter of
Understanding is in the best interest of the City and members of the AFA.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim
that the Letter of Understanding between the Anaheim Firefighters Association, Local No. 2899,
and the City of Anaheim executed by the City Management Representative and the Anaheim
Firefighters Association, Local No. 2899, as set forth in the document attached hereto and
incorporated by reference herein, be and the same is hereby adopted and that the effective date of
such Letter of Understanding shall be April 8, 2026 through June 19, 2027.
BE IT FURTHER RESOLVED that the Human Resources Director shall be delegated
with the authority to publish the authorized salary schedule in the Letter of Understanding in any
format meeting the requirements of California Code of Regulations section 570.5.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 7th day of April 2026, by the following roll call vote:

and the
CITY OF ANAHEIM
The Anaheim Firefighters Association, Local No. 2899 ("AFA" ), and the City of Anaheim
("ANAHEIM"), herein referred to collectively as the "PARTIES," have met and conferred and
reached an agreement on modifying the existing Memorandum of Understanding ("MOU")
between the AFA and ANAHEIM, in effect from June 20, 2025 through June 19, 2027. Except as
expressly provided herein, the PARTIES agree to the following amendment to ARTICLE 11, as
set forth below:
1. Article 11, entitled "Premium Pays" shall be amended to add new Section 11.5, which
shall read as follows:
"11.5 An employee in the bargaining unit who is assigned as a Peer Support K9 Handler shall
obtain and maintain certification for the K9 to receive additional compensation at two and one-half
percent (2'/z%) of base pay of the Firefighter I, Step 10, classification for the duration of the
assignment.
a. Employees assigned as a Peer Support K9 Handler shall be subject to, and
comply with, the Anaheim Fire and Rescue Peer Support K9 Program Policy
("POLICY"), which shall control all non -compensation aspects of the program,
including but not limited to assignment, duties, training requirements, care
standards, and program participation.
b. The Handler shall be reimbursed for all reasonable and necessary expenses
associated with canine care and maintenance, which shall include but not be
limited to, food, supplies, kennels, carriers, insurance costs, training items, pet
insurance and health and wellness (e.g., microchip, vaccination, identification
tags, first aid kit, etc.), as determined by the Fire Chief, not to exceed three -
thousand dollars ($3,000.00) per fiscal year.
c. The Handler shall be provided an initial one-time equipment reimbursement of
one -thousand, five -hundred dollars ($1,500.00).
d. Reimbursement of all expenses are contingent on the submission of itemized
receipts within 30 days from the date the expense is incurred. No reimbursement
shall be approved or processed without such documentation.
2. The Peer Support K9 Handler shall receive a maximum of twenty-four (24) hours per
calendar year, for all required certification training and testing, subject to the
recommendation of the Peer Support Program Battalion Chief and final approval of the
Fire Chief.

a. The Peer Support Handler shall receive a maximum of eight (8) hours of
documented training, per calendar year, for any additional routine and necessary
training.
The remainder of the MOU between the PARTIES shall not be affected hereby and shall remain
in full force and effect.
