I am the mother of Brandon Lopez, and I was present the day my son was killed by Anaheim police.
What happened to my son was not a split-second decision. It unfolded over time, with opportunities to
slow things down, to communicate, and to choose a different outcome. My son was unarmed, and yet
deadly force was used.
We were told that lessons would be learned—that changes in training and tactics would come from his
death.
But years later, in the case of Albert Arzola, we are hearing the same things again: questions about
whether a weapon was present, rapid escalation, and a lack of clear de-escalation.
So I am asking plainly: what has actually changed?
Where are the improvements in threat assessment, in crisis response, in the use of time and distance to
prevent loss of life? Why are families still left with the same unanswered questions?
My son’s life should have led to meaningful reform. Instead, we are seeing the same patterns repeat.
I am asking this council to demand real accountability and to ensure that changes are not just promised,
but proven.
