Dear Anaheim City Council, I am wri?ng to strongly oppose Item 07, the proposed expansion of the City of Anaheim’s proposed Automated License Plate Reader (ALPR) through the purchase of 72 addi?onal cameras from Motorola Solu?ons. I do not support taxpayer dollars being used in this way. This proposal represents a significant expansion of surveillance across the City and County of Orange. ALPR systems raise serious concerns over the viola?on of privacy, civil liber?es, and the safety of immigrant communi?es. ALPR technology has historically enabled data sharing across jurisdic?ons, crea?ng pathways for access by federal agencies such as U.S. Immigra?on and Customs Enforcement (ICE). Even when ci?es do not intend to share informa?on directly with ICE, the use of third-party vendors and regional data-sharing pla?orms introduces real and well- documented risks of indirect access and has led to unintended access by outside agencies in municipali?es across the State of California and Country. I applaud the City’s efforts to support residents that have been impacted by immigra?on enforcement ac?ons. I support the Anaheim Legal Defense Fund and Anaheim Con?go programs. Expanding surveillance infrastructure like this undermines and contradicts the spirit of those efforts as ALPR technology puts the City’s immigrant families at greater risk. Anaheim residents deserve real support. I urge the City Council to priori?ze community-based approaches to public safety that respect the rights, dignity, and safety of all residents - reject Item #07 and vote NO on expanding Automated License Plate Readers in the City.
