To: Mayor Aitken and the Anaheim City Council,
I am writing to strongly oppose Item 07, the proposed expansion of the City of Anaheim’s
proposed Automated License Plate Reader (ALPR) through the purchase of 72 additional
cameras from Motorola Solutions. I do not support taxpayer dollars being used in this way.
This proposal represents a significant expansion of surveillance across the City and County
of Orange. ALPR systems raise serious concerns over the violation of privacy, civil liberties,
and the safety of immigrant communities.
ALPR technology has historically enabled data sharing across jurisdictions, creating
pathways for access by federal agencies such as U.S. Immigration and Customs
Enforcement (ICE). Even when cities do not intend to share information directly with ICE, the
use of third-party vendors and regional data-sharing platforms introduces real and well-
documented risks of indirect access and has led to unintended access by outside agencies in
municipalities across the State of California and Country.
I applaud the City’s efforts to support residents that have been impacted by immigration
enforcement actions. I support the Anaheim Legal Defense Fund and Anaheim Contigo
programs. Expanding surveillance infrastructure like this undermines and contradicts the spirit
of those efforts as ALPR technology puts the City’s immigrant families at greater risk.

Anaheim residents deserve real support. I urge the City Council to prioritize community-based
approaches to public safety that respect the rights, dignity, and safety of all residents - reject
Item #07 and vote NO on expanding Automated License Plate Readers in the City.
