RES-2026-030RESOLUTION NO. 2026-0 3 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RESOLUTION NO. 2025-030, AS AMENDED, FOR THE PURPOSE OF INCREASING SALARIES PURSUANT TO THE STATE OF CALIFORNIA MINIMUM WAGE REQUIREMENTS, MODIFYING PAY POLICIES FOR CLASSIFICATIONS DESIGNATED AS NON - REPRESENTED FULL-TIME AND PART-TIME, AND AMENDING CERTAIN NON -REPRESENTED PART-TIME AND EXECUTIVE MANAGEMENT COMPENSATION PLANS TO ALIGN WITH THE CITY'S ADOPTED MARKET -POSITION STRATEGY WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the Human Resources Director to maintain and administer a position classification and compensation plan; and WHEREAS, the Human Resources Director has recommended in a staff report dated April 21, 2026, the need exists to modify pay policies for certain classifications designated as Non -Represented Part -Time, effective the pay period beginning December 19, 2025 to comply with minimum wage law in California; and WHEREAS, the minimum wage mandated by the State of California increased from $16.50 per hour to $16.90 per hour effective January 1, 2026; and WHEREAS, the minimum annual salary for exempt employees mandated by the State of California increased from $68,640 per year to $70,304 per year effective January 1, 2026; And WHEREAS, the Citywide classification and compensation final report identified salary ranges for certain classifications that were more than five percent (5%) under the seventy- fifth (75t') percentile of the stakeholder -established labor market; and WHEREAS, the Human Resources Director recommends realigning salary ranges for certain classifications in the Non -Represented Part -Time and Executive Management groups address internal alignment, and mitigate compaction; and WHEREAS, the classifications identified in the Executive Management compensation plan were the Chief of Police (Full -Time and Part -Time), with equity impact to the City Manager's salary range, Executive Director of Convention, Sports, and Entertainment, Finance Director, and Fire Chief. WHEREAS, the Human Resources Director has recommended that any Non - Represented Part -Time classifications with a full-time equivalent be provided parity increases at an hourly rate of pay within the salary range or on the salary schedule established for the equivalent full-time classification; and WHEREAS, such revisions require an amendment to Resolution No. 2025-030; and WHEREAS, the City Council of the City of Anaheim does find that modifying such pay policies and realigning salary ranges for classifications designated as Non -Represented Part -Time and Executive Management is in the best interests of the City of Anaheim NOW, THEREFORE BE IT FURTHER RESOLVED by the City Council of the City of Anaheim as follows: SECTION 1. 1. That effective the pay period beginning December 19, 2025, Appendix B — Non -Represented Non -Sworn Management classifications of the Personnel Rules and Policies Covering Non -Represented Full -Time and Part -Time Employees, is hereby amended by modifying the following rates of compensation: Effective December 19, 2025: Classification Title Annual Salary Range Management Assistant I - Employee Relations 70,304 — 102,266 2. That effective the pay period beginning April 24, 2026, Appendix A - Executive Management of the Personnel Rules and Policies Covering Non -Represented Full -Time and Part -Time Employees, is hereby amended by creating the following classification and assigning the following salary range: Classification SalarRange Finance Director / Treasurer XER25 5. That effective the pay period beginning April 24, 2026, Appendix E — Non - Represented Non -Management of the Personnel Rules and Policies Covering Ambulance Operators, is hereby amended by modifying the following rates of compensation: Classification Title Steps Hourly Rate Ambulance Operator 01 - 03 $22.47 - $23.83 PT Ambulance Operator 01 - 03 $22.47 - $23.83 effect. SECTION 2. Except as amended herein, Resolution No. 2025-030, shall remain in full force and SECTION 3. The Human Resources Director shall be delegated with the authority to publish the authorized salary schedule in said Personnel Rules in any format meeting the requirements of California Code of Regulations section 570.5. SECTION 4. The effective date of said amendment to Resolution No. 2025-030, is December 19, 2025 for Sections 1.1 and 1.2, and April 24, 2026 for Section 1.3, 1.4, and 1.5. SECTION 5. The City Clerk shall certify the adoption of this Resolution.
