Happy belated Earth Day! Another busy week working on behalf of California's 46th Congressional
District. Here is a quick roundup of my week in Washington:
ANAHEIM UNION HIGH SCHOOL DISTRICT

DEFENDING DACA RECIPIENTS
Our law enforcement officers risk their lives every day in service to our community.
Now, one of our local police officers is at risk of being deported because USCIS is failing to renew DACA
applications on time.

HOMELAND SECURITY HEARING
During a Congressional oversight hearing on Capitol Hill, I heard testimony from U.S. Citizens who
have been profiled, targeted, detained, and attacked by ICE and CBP under the Trump
administration. Marimar Martinez, George Retes Jr., Ryan Ecklund, and Reverend David Black each
heroically told their stories for the first time on the record before Congress and under oath.
Pastor David Black, an American citizen, was struck by pepper-ball rounds fired by ICE agents while
he was peacefully protesting outside a detention center. The Reverend testified that ICE officers
laughed as it happened.
DHS publicly defended the agents’ actions, and President Trump is requesting MORE funding for
ICE agents to continue terrorizing Americans for exercising their First Amendment rights.

NO MORE ICE FUNDING
ICE & CBP agents have terrorized and killed American citizens, and now Republicans want to give
them $140 BILLION more?
It is unconscionable that Congress could grant such a large amount of money to DHS when ICE has
already been flooded with more money than it has ever requested before.
Just like the funding increase the agency received last summer from ‘the Big, Ugly Bill,’ there is no
indication that ICE guardrails are included in the Senate bill, including forcing agents to show their
faces and agency transparency. ICE does not need this large slush fund for deportations and
immigration enforcement to continue terrorizing Orange County families unlawfully.

TARIFF REFUND
This week, U.S. Customs announced that businesses can begin requesting refunds for certain
tariffs. If your business paid tariffs under President Trump’s policies, you may now be eligible to
recover some of those costs.

Hello,
I am introducing a new Older Adult Congressional Collaborative for the dual purpose of tapping into
our seniors’ insight and experience, as well as helping provide my senior constituents with
resources to enable them to live full lives.
The Collaborative will include four sessions, beginning with a “Coffee with the Congressman” on
Friday, May 1. The first session will focus on providing senior participants with updates on relevant
legislation and to gather feedback on those and other issues of interest.
Through the Collaborative, my staff and I will bring together constituents age 55+ for informational
sessions and activities that help foster independence, provide avenues for advocacy, promote well-
being, safety, economic self-sufficiency, and provide opportunities for socialization.
I am aware that in nine years those aged 55+ will be the largest demographic in Orange County.
Preparing this population for the future and connecting them to support services now will benefit our
District 46 seniors, our community, and our country.

Older adults, through their extensive life and professional experiences, have wisdom they can impart
to the rest of the community. These are the people who have built our nation. It is now our turn to
support them as they navigate a new stage in life.
Subsequent sessions will focus on topics such as health and safety, aging in place, how to spot
scams, and other subjects identified by Collaborative members.

It’s Lou here, reporting from Santa Ana after a busy week in Washington. Before the week comes to
an end, I wanted to share some of the things I’ve been up to, both at home and while working in your
Washington DC office.
BUSY LEGISLATIVE WEEK
Some of the big-ticket items I worked on for Orange County families:
- Pushed back against more ICE and Border Patrol funding to stop fraud, waste, and abuse.
- Defended SNAP benefits & California state rights.
- Voted NO on any bill that violates Americans’ constitutional rights without a warrant.
- Introduced legislation to protect Vietnam War refugees.
- Joined Representatives Derek Tran and Young Kim to commemorate Black April.

CONGRESSIONAL APP CHALLENGE WINNER
I’m proud to announce our 2025 Congressional App Challenge winner, David Yi!
David is a talented student and the creator of Math Fluent, an app designed to help students build
reasoning skills and gain confidence in solving math problems.

I stopped by Valley High School's Auto Academy Community Garage Service Clinic, where
talented students from Valley and Santa Ana High were giving back with free car services to
neighbors in need.
Good to see the next generation roll up their sleeves and turn their skills into impact. Proud of
these students for showing what hard work and dedication look like.
