A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ADOPTING AN EQUAL OPPORTUNITY AFFIRMATIVE
ACTION PLAN
WHEREAS, the Personnel system of the City of Anaheim is based on
a merit system in an effort to afford equal employment opportunity to all
applicants and employees, and
WHEREAS, the need exists to take positive action to further the
progress toward achieving the goals of the merit system principle of equal
employment opportunity, and
WHEREAS, the City Council of the City of Anaheim does find that
the adoption of an Equal Employment Opportunity Affirmative Action Plan is
in the best interests of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Anaheim does hereby adopt an Equal Employment Affirmative Action Plan, and
BE IT FURTHER RESOLVED that the City of Anaheim shall recruit, hire,
train, promote, transfer, separate and provide compensation and benefits to
employees, solely on the basis of qualifications, without regard to race, color,
national origin, religious or political affiliation or belief, sex or age,
except where sex or age is a bona fide occupational qualification, and
BE IT FURTHER RESOLVED that the City of Anaheim shall exercise
positive, practical efforts designed to further the progress toward achieving
an employee balance in minority group citizens and women which approximates
the work force within Orange County and shall continually adhere to the
principles of Equal Employment Opportunity which eliminate discriminatory
barriers to employment, and
BE IT FURTHER RESOLVED that the City Manager shall be responsible
for the overall implementation of the Equal Employment Opportunity Affirmative
Action Plan, and
BE IT FURTHER RESOLVED that each department head of the City of
Anaheim shall be responsible for establishing and implementing an affirmative
action program and for insuring equal employment opportunity among the job
classes within his department, and
BE IT FURTHER RESOLVED that the Personnel Director of the City of
Anaheim shall be responsible for dissemination of the overall affirmative
action policy and program, for establishing eligibility lists containing
sufficient qualified minority group citizens and women to permit department
heads to meet their equal employment opportunity goals, for providing technical
assistance to operating departments in the area of affirmative action, and for
submitting to the City Council an annual report on the progress of the Affirmative
Action Program.
BE IT FURTHER RESOLVED that the effective date of this resolution
shall be August 1, 1974.
