For public comment on May 5, 2026: Good evening, Mayor and Council Members, Well 51, in December, had PFAS levels above the notification level, and the State Water Board was notified. But the well was NOT shut down in December or even in January. In many cities, when PFAS is detected at concerning levels, the response is immediate. Often taking a well offline within a week, out of an abundance of caution. Residents are also notified as a precaution. And, truthfully, Anaheim has done the same in the past—historically shutting wells down within about a week of receiving notification of contaminant levels exceeding thresholds. But not this time. In December, Well 51 had high PFAS running through our drinking water supply for 74 days. That is a massive deviation from past practice of a 7 day closure - and Anaheim residents want to know why. If the State required notification of the high PFAS levels, the State expected action. Anaheim residents want to know why no action was taken until March. The City Council was informed that Well 51 was shut down on Feb.17, but records show the well was not actually taken offline until March 6....17 days later. Both dates cannot be accurate. And if the City cannot verify something as fundamental as an accurate shutdown date in its own presentation, how can the public be expected to trust that more complex determinations, such as water quality? So residents are left asking: Why did it take over two months to shut down this well? Why were residents not notified of potential risk—especially those who may be more sensitive? 1 Why can’t the City simply confirm which date is accurate and why there are two dates to begin with? Anaheim residents deserve answers. We need a definitive answer on the timing discrepancy. We need a definite answer on the shutdown delay. And we need to know why neither has been clearly explained. 2
