A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SUPPORTING PROPOSITION A, PROVID-
ING FOR A HIGH QUALITY TRANSPORTATION PROGRAM
FOR ORANGE COUNTY, IN THE NOVEMBER 5, 1974
GENERAL ELECTION.
WHEREAS, the State Legislature enacted the Orange
County Transit District law in 1965 and declared:
"It shall be the ultimate purpose of the Orange County
Transit District to establish, when financing thereof
becomes feasible, a permanent rapid transit system de-
signed to be part of the unified Los Angeles Orange
County area wide regional system;" and
WHEREAS, since March, 1973, the Transit District and
consultant firms have been working together on an Alternative
Transit Corridor Study to provide the District with technical
recommendations for major transportation improvements in the
District, including ridership estimates, bus system planning,
environmental and social impacts, and financing; and have
(1) identified and recommended rapid transit corridors and ten-
tative alignments based upon a number of criteria; and (2)
developed and recommended a master plan for approximately 137
miles of exclusive rapid transit lines within the county to-
gether with approximately 1,500 fixed -route and Dial -A -Ride
buses to provide local service and a feeder system to the rapid
transit corridors; and
WHEREAS, citizen groups of Orange County assisted in
developing the goals for a total transit plan for Orange County;
and
WHEREAS, citizen groups have been continuously involved
in the evaluation of alternative plans proposed by the consul-
tants and with the consideration of alternative financing methods
for rapid transit in Orange County; and
WHEREAS, the Master Plan has the flexibility to be re-
sponsive to advances in transit technologies as well as changes
in the County's needs; and
WHEREAS, if additional funding is provided, the bus im-
provement program can be completed within five years and the
rapid transit corridors completed within fifteen years at an es-
timated capital cost of $1,138,000,000; and
WHEREAS, the proposed plan makes maximum use of federal
funding programs which require local matching funds; and
WHEREAS, rights of way are presently available and could
be purchased in the first increment of capital expenditures; and
WHEREAS, it is the objective of, the Orange County Tran-
sit District to fund sixty percent of the operating costs, on
completion of the system, from the farebox; and
WHEREAS, transportation improvement will have a sub-
stantial beneficial impact upon economic development in Orange
County and especially upon the trucking industry as our streets
and freeways become increasingly congested; and
WHEREAS, public transit will assist the completion of
the freeway and arterial highway networks as multiznodal facil-
ities; and
WHEREAS, public transit is a cost effective manner of
moving people throughout the region, as well as contributing to
the reduction of noise and air pollution in the County; and
WHEREAS, the State Legislature and Governor have
authorized the Transit District to request approval for up to a
maximum one percent sales tax increase to pay the local share of
developing the transit system; and
WHEREAS, the Board of Directors of the Orange County
Transit District have placed Proposition A on the November 5,
1974 election to ask qualified electors of Orange County the
following question:
"TRANSIT. Shall the ordinance authorizing the Orange
County Transit District to impose a sales tax at a
maximum rate of one percent to improve public trans-
portation by providing finance for the acquisition
and construction of capital facilities; maintenance
and operation of any facilities of the District; and
any other lawful purpose of the District, including
an expanded bus and Dial -A -Ride network and a modern
rapid transit system, be approved?"
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it hereby supports and endorses
Proposition A to provide a total transit plan for the County of
Orange and urges a `Yes" vote on said Proposition A in the
November 5, 1974 General Election.
THE FOREGOING RESOLUTION is approved and signed by me
this 15th day of October, 1974.
