A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING RATES, RULES AND
REGULATIONS FOR THE SALE AND DISTRIBUTION OF
WATER AS ADOPTED BY RESOLUTION NO. 72R -600
AND AMENDED BY RESOLUTIONS NOS. 73R -255,
73R -387, 73R -532 AND 74R -433.
WHEREAS, a water commodity adjustment clause
contained in Resolution No. 72R -600 provides automatic
adjustment for the price of water purchased or pumped,
including the cost of electrical energy to pump water, by
the City of Anaheim and distributed to its water customers;
and
WHEREAS, on July 1, 1975, the Metropolitan Water
District of Southern California (MWD) will charge Anaheim a
different rate for Colorado River water and State water;
and
WHEREAS, rates for water adopted in Resolution
7631 by the MWD Board of Directors May 13, 1975 refer to the
cost per acre -foot of "treated water" rather than "filtered
water"; and
WHEREAS, it is necessary to include the weighted
cost of purchased Colorado River and State water in the water
commodity adjustment clause; and
WHEREAS, the words "treated water" should be
substituted for the words "filtered water" in the water
commodity adjustment clause.
NOW, THEREFORE BE IT RESOLVED by the City Council
of the City of Anaheim that the water commodity adjustment
clause contained in Resolution No. 72R -600 and amended by
Resolutions Nos. 73R -255, 73R -387, 73R -532 and 74R -433 be,
and the same is hereby, amended as follows, to wit:

COMMODITY ADJUSTMENT CLAUSE
A. APPLICABILITY
Applicable to all areas served by the Utility and to all
rate schedule commodity charges.
B. PURPOSE
To provide for the automatic adjustment of the Utility's
water rate schedule commodity charges per 100 cubic feet
whenever the cost per acre foot (A.F.) of water is
increased with respect to the base year of 1971 -72 due to
changes in the Orange County Water District (OCWD) pump
tax, the Metropolitan Water District of Southern California
(MWD) and the Municipal Water District of Orange County
(MWDOC) acre foot charge for treated water and /or the costs
of electricity associated with underground water production.
All water purchased from MWD and MWDOC shall'be deemed to be
treated water for the purpose of computing the commodity
adjustment.
Also, to establish the method for determining the cost of
water per acre foot and any resulting change (to the nearest
mill) to the rate schedule commodity charges per 100 cubic
feet.
C. COST OF WATER
The cost of water shall be the sum of the per cent of water
pumped times its total cost per A.F. plus the per cent of
water purchased times its total costs per A.F. The total
cost per A.F. of pumped water is the sum of the OCWD pump
tax plus the cost of electricity to pump water per A.F. The
total cost per A.F. of purchased water is the MWD price per
A.F. for treated domestic water.
For the base year 1971 -72, 70 per cent of the water was
pumped and 30 per cent was purchased. Based on the A.F.
costs indicated below, the cost of water for the base year
is $28.90 per A.F. for all water except irrigation and
$18.85 per A.F. for irrigation water.

Adjustment for irrigation service would be computed in a
similar manner using the base year average cost per acre
foot of $18.85.
2. The per cent of water to be pumped and purchased
established as of July 1 each fiscal year shall
apply in any commodity adjustment computation
throughout that fiscal year.
3. The amount of the commodity adjustment and the
data elements required to compute the commodity
adjustment shall be shown in the COMMODITY
ADJUSTMENT SUMMARY Section each time the
commodity adjustment is changed beginning with
the base year 1971 -72.
E. APPLICATION OF COMMODITY ADJUSTMENT
The commodity charge for all rate schedules shall be
adjusted as necessary but,not more frequently than ninety
(90) days by the Utilities Director to reflect the cost
per A.F. of water at that time compared to the cost of
water for the base fiscal year 1971 -72. The increased
cost of water shall be rounded to the nearest mill per
100 cubic feet and added to the commodity charge for each
rate block of each water schedule rate charge.

This is a weighted average cost per A.F. of treated Colorado
River and State water. In 1975 -76, MWD will charge a
different price per A.F. for treated Colorado River and State
water. The weighted cost per A.F. Anaheim will pay for
treated water and the method used to develop the weighted cost
is 'shown in the section on WEIGHTED COST OF COLORADO RIVER AND
STATE WATER (Section H, Page No. 2.1.6).
Refer to Page No. 2.1.4 for the amount of the commodity adjust-
ment and the data elements to compute the commodity adjustments
prior to 1975 -76.
